2.0   County Reports

2.1  Sheriff’s Department                           Lt. Ben Hall

Many service calls, only one of real significance was a couple of burglaries, grand theft vending machines in Avila, person in custody.  Question about mountain lion sightings in Avila, per Lt Hall no sighting have been reported.

2.2  County Supervisor                              Jerry Lenthall

Jerry is not able to attend tonight, Mary is here, no reports

2.3  County Planning Staff                         Ryan Hostetter

Ryan: Land Use Committee: quite a few small projects in the last couple of months, few more to come.  Permit for a well on top of the ridge behind sycamore…test well for residents of pirate’s canyon residences.  Kamm project in Avila beach next door to Archie’s house, converting duplex into single family home.  Howell tract map in squire canyon area, Martha neder is the planner.  Schoolhouse project:  still working on the EIR process and what to include in the EIR, the scope of the EIR.

3.0   Old Business

             3.1  Vacation Rental Ordinance                 Supervisor Lenthall

             Mary spoke for Jerry:  more community input, speaking with Archie to get

            the community involved with some meetings.  Karla said that CSD is going

            to work to send out notices in the mail and network to let them know when

            the meetings will be held.  Meeting will be in January.

             3.2  Avila Business Assn. Board Member

              email communication about this in the last week.  Sherri:  motion:  refer the

              request to an ad hoc bylaws committee that would be formed tonight,  Ted

              seconded motion.  John:  ABA different org than it was even 3 months ago,

             jerry has been going to these meetings.  Not that many people who have

             businesses in Avila actually live in Avila.  Feel that the resident requirement

             should be amended.  Not just Avila beach, but the whole Avila valley.

            Sherri and Karla:  does require a bylaws change.  Karla:  request for a vote.

            All in favor, motion carries.  Ted Ivarie:  bylaws changes, will head the                          committee.

 

4.0 New Business

      4.1  Pale Kai Outrigger presentation: Pale Kai:  Outriggers:  Meetings held at yacht club:  Event scheduled for June 21.  This event has 1000 participants.  Made a bid for this race, 3 races at the course of the day,  known and captured audience.  Working thru the insurance and parking, Rossi is accommodating parking and traffic…will hire the HP to oversee the traffic that goes across the road there.  Happens early on Saturday morning, @ 8:30 in the morning, boats are rigged at 6am.  Did apply for a permit, questions about trash, parking…Yacht club gives them their facility for the evening with food and a band.  Why that date:  it is a traditional date, ironman season is may and June, ocean conditions are a factor.  Lisa:  Civic assoc endorsed the event.  Application went to Harbor District.  Suggested planning, go to Ryan Hostetter.  Motion:  Support this event provided that the permit is invoked, Julie seconded.  Motion carries.  Will send this information to the board.  Annual event?

6.0 Standing & Ad Hoc Committee Reports

6.1  Land Use Committee                          Karla Bittner

Karla speaking about well:  san miguelito partners:  access road goes from the sycamore to the back resort up on the hill, cingular uses that access road for cell site towers.  Motion to so move, vote to approve.  Motion carries, report to planning.

6.2  Avila Beach Committee                      Lisa Newton/John Salisbury

john:  vacation rental:  important to come up with good policy, make restrictions fairly strict.  Projects in town, ocean 17, height limitations, lighting issues on Lighthouse suites and La Fonda, try to work with owners of the properties.  Neon signs on north side of customs house.  Kamm project next to Archie’s house, muted colors.  Maintenance of promenade  ABA voted to accept maintenance of promenade for one year, contract being written so county will not be responsible for that.  Stairs to beach, amphitheatre stairs have some major cracks, construction separation, 4” slab on top has slipped away from seawall, going to be fixed before Memorial Day.  T. EBerhardt: parking issues  in off season, allow visitors/etc to use parking for free, sponsored parking by merchants in Avila.

6.3  Avila Valley Committee                      Jan Taylor

Jan is having major health problems, not present today.

6.4  San Luis Bay Estates                         Sherri Gooding

County is processing app for kingfisher sales office.  Fence next to the bike trail by playground is still down.  No conditions attached to it, vague details to see who is responsible for safety.  Private prop, Jerry’s office is trying to contact owner per Mary.

6.5  See Canyon                                        Marylou Gooden

Marylou:  Jeremy 21 acres, 2 10 acre parcels.  General plan amendment:  not changing densities, one primary on each.  Jeremy Freund supervising planner with the Wallace Group. Bill asked question about steepness of property.  John makes motion to support,  Marylou seconded.    motion carries

6.6  Squire Canyon                                    Karin Argano

John Schug:  Howell project in Squire Canyon:  15 people present for meeting.  Splitting 40 acres lots into 10 lots  see notes from john:  possibly go to a full EIR?  Helpful to put together a list of comments and concerns to planner.  Start plan with initial study very complex project.  Motion:  forward information to county planner seconded.  Pam Jardini here from Land Rhythms.  Worked with consultants to study biological, archeological, hydrological.  Public comment:  residents of live oak lane

 

Suffered with many problems from damage from run off, large landslide off howell property, took out road. Questions about utilities, cable and other drainage problems.  Martha Neder is the planner.

 

Diablo Canyon Report:  SF on Thursday.  Tom:  anything to say about the hearing on Thursday.  Group from Sl Bay Avila valley club has a project for homeless women,  PGE donating flashlights.
