AVILA  VALLEY ADVISORY COUNCIL

AVAC meets on the 2nd Monday of every month, 7-9 p.m. at the P.G.& E. Community Center, 6588 Ontario Road, Avila Beach, CA.  Items for each agenda may be submitted two weeks in advance to the Executive Committee.

Public Participation: Following discussion of each agenda item by Council, the Chair may allow public comment as time permits.  Non-agenda concerns may be raised during the Public Comment period.  Please limit remarks or questions to 3 minutes.

1.0  Treasurer’s Report                                           John Salisbury 

Balance is $814.63  Expenses:  ink cartridges $100.00.  Approved by AVAC.

2.0   County Reports

2.1  Sheriff’s Department                           Deputy Lieber

Ben Holland:  41 calls for service for last 30 days, miscellaneous petty crime, laptop stolen from hotel, car keyed. Anne asked about bike patrol at fish and farmers market. Can they spend more time in Avila Beach.  Motorcycles parked on the promenade in front of the customs house, question from public.  Ben will research that and do the follow-up.                                                             

2.2  County Supervisor                              Jerry Lenthall

2.3  County Planning Staff                         Ryan Hostetter       

MUP:  Guy family, detached garage, RV storage, Avila Valley.  Apple Orchard Lane, 2 story guest house. Di Vencenzo project still in process, see canyon project, on information hold.  There are a couple of new projects in:  Smith, Vista De Avila, new single family residence, Loughead, sales office.

3.0   Old Business

3.1   Avila School House/Cerro de Avila/Michael Hodge,

Shear Edge Development

Anne Brown: Subcommittee meeting:  see handout from Anne. Motion by Anne:  Seconded by Karla for discussion.  Per Ryan, next step is EIR, feedback from AVAC, feedback from developers to enter into this process.  Depends on project descriptions.  Options:  Leave it, move it, demo it.  Vote taken.  6 in favor, 5 opposed, 1 abstained.  Karla didn’t vote.

3.2   Vacation Rental Ordinance/Supervisor Lenthall 

Jerry not here, John Euphrat scheduling a meeting with Jerry, they are working on it per Ryan.

4.0 New Business

4.1   AVAC Park & Recreation Task Force Report

See handouts from Karla on parks and recreation element.

Karla Asks for a motion from the board to adopt the task force process to bring the info back to AVAC.  Seconded by Sherri. Sherri asks for an addition to the community park adjacent to Bellevue school to build an auditorium/multiuse bldg.  Passed unanimously. 

5.0   Executive Committee/Communications

 Grand jury report about advisory councils brought by Karla.

Email approval from Avac, Motion to approve, Sherri, second by John.  Avila beach 5K run.  Get their own permits, insurance.  Passed unanimously.

ABA agenda,5:00pm at Mr. Ricks, downstairs in banquet room.

6.0   Standing & Ad Hoc Committee Reports

6.1   Land Use Committee                          Karla Bittner

Port project:  in the parking lot next to fat cats, showers, utility, laundry, aimed for boaters.  Coastal gateway project.  Bob Martin asked about how the boats will get in and out, will they have to back in?  Also, RV’s, where will they put them?  MUP not scheduled yet per Ryan, Karla thought it was Aug 15^th.  Bill commented that the architectural part of it is not relevant to the Harbor, hopefully they are working on integrating it into the harbor.  Per Stew Jenkins, trying to tie it into the old historic Moray Hotel.  Designed for small trailerable boats, public is also getting restrooms, laundry facilities, pump outs for individual spaces.  Karla makes a motion to accept the plans as submitted, with a note about the parking concerns, concerns about color and architecture.  Lisa seconded the motion.  Ayes 6 nays 5  motion carries.

Applicant Guy:  Avila Valley:  Garage and Workshop.  Tall bldg, 33 feet tall, below grade of street, no view from any of the houses, can’t see it from the street.  Blends in with the existing house.  Planner is Michael Congers.  Sherri makes a motion, John seconds.  Passes unanimously. 

6.2   Avila Beach Committee                      Lisa Newton/John Salisbury

Powerwasher arrives, can’t use it, county says that we can’t use it until there is an agreement with Customs house.  Terry is trying to work on this.

6.3   Avila Valley Committee                      Jan Taylor  no report

6.4   San Luis Bay Estates                         Sherri Gooding

Deli is under new management.  Bike trail maintenance, vegetation is really intruding.  Article in tribune July 1, Sherri makes a motion that AVAC supports Land Conservancy’s project for adopting portions of the trail.  Anne seconded it.  Bob remarked that the ownership issue is still not resolved, and until then he would not support the motion.  Sherri withdraws her motion, as it is premature.  Karin will call Brian Stark at the Land Conservancy to ask him if he will speak at the next AVAC meeting about this project.  Overview of wastewater facilities in the Avila Valley by the regional water control board would be interesting, Karla actually asked them if they would come to AVAC, they deferred for a couple of months.

No report  jerry was going to report about mitigation for dry cask storage, not present tonight, will find out next month.
