Order of Business 7:00 P.M. Call to Order/Roll Call Karla Bittner/Karin Argano Approval of Minutes from April 10, 2006 (Note: May meeting not held.) Public Comment: None 1.0 Treasurer’s Report John Salisbury Balance of account $814.67. Request for supplies $107.88 at Staples. All voted in favor of expenses. 2.0 County Reports 2.1 Sheriff’s Department Deputy Lieber Not present Jerry Lenthall was up next and took the questions for the Sheriff’s Dept. Anne has questions about registered sex offender that moved into Avila, asked if he is still living there? Jerry gave her a phone number to call or to check the internet on the website for Meghan’s law. 2.2 County Supervisor Jerry Lenthall Still in the works, the alcohol ordinance. Parking plan: on a trial basis. still working things out, it truly is a work in progress. Lisa suggested re-painting the red curb on Front street, right by the Unocal gate. PG&E: Jerry was monitoring if there was any more money for improvements in Avila from the mitigation fund. Grand Jury report about advisory councils, there were no complaints about AVAC according to Grand Jury members. Functioning as advisory council should per Jerry. Vacation rental ordinance will be covered by Ryan. 2.3 County Planning Staff Ryan Hostetter There are a stack of new referrals for the Land Use Committee: new garage workshop on San Luis Bay Drive, Lot line adjustment on Monte Road, Guest house on Apple Orchard Lane, Avila Valley Drive,house remodel. Vacation rental on the agenda. The handout Ryan passed out is applicable to Cambria and Cayucos. We will deal with issue in old business. 3.0 Old Business 3.1 Bob Jones Bike Trail Minor Use Permit/Jan DiLeo End of comment period for Negative Declaration June 19 at 5:00pm. Plans on website. There are safety issues with current crossing, no date yet on signal. Number of trees they will cut down is still an unknown…they will start cutting the trees and see what the safety issues are. They are planning on planting 27 new trees, abandonment of property from Rob Rossi and then the actual exchange of property. Karla asked if AVAC’s comments were going to be included in the public record or not. Per Jan, they are available, but not in a formal record. Coastal permit needed, looking at jurisdictional issues, then to Board of Supervisors, then a consultant will prepare drawings, submit them, put out to bid, to hire a contractor, then have ribbon cutting. Jan hoping to start construction by the end of 2006. Jan would like a liaison from AVAC. 3.2 Avila School House/Cerro de Avila/Michael Hodge, Shear Edge Development Ryan will introduce this: Applicants are here tonight on processing and where they are going to go with it, in the Environmental Review phase. John Belsher spoke for the Development Group: Last fall spoke to the group about issues from the subcommittee, issues of the Schoolhouse came up regarding the historic component and the sentiments in the community. There were two reports about the historical nature of the building. Rob Rossi has volunteered to move the schoolhouse to his property, across the street from the existing playground. An application has to go through some review by the county. Is the community behind this? Could they get an answer to this question by the next meeting? Bob: is the subcommittee ready to make a recommendation? Archie is here, the subcommittee will have to meet first. One of the reports said that the structure is historic on it’s site, if it moves, it wouldn’t be historic anymore. Archie said that he will be able to have a meeting before our next AVAC meeting. Motion to refer this back to subcommittee to evaluate and they will bring it back to us. 3.3 Vacation Rental Ordinance/Supervisor Lenthall Ryan handed out the current ordinance for Cayucos and Cambria. How is it working in other communities? Restricts parking, signage, noise, requires that the owners of the vacation rental and the sheriff provide a 24 hour contact person. Location criteria about space between other vacation rentals. Questions from board about the document, Bob asked if it can be fast-tracked? Next step? Board of Supervisors would need to authorize us to ask to be folded into this existing ordinance. Planning dept (John Euphrat) would have to request this from Board of Supervisors. John asks if we can amend some changes to specifically Avila Beach? Motion to send letter to John Euprat to request the Board of Supervisors to amend the existing ordinance to add Avila Beach. Lynn Walter made the motion, John Schug seconded. 3.4 Parks & Recreation Element Draft EIR Terry Eberhardt/Jan Di Leo The planning commission liked the document, there is a draft EIR for the parks and recreation element. The consultant said that most of the issues can be mitigated. Jan: June 16th is deadline for comments on the draft EIR. Planning commission start their review and final EIR is July 13. Teri handed out the existing Parks & Rec projects in Avila and proposed projects for the future. Maintenance is a huge issue, budget issues and beyond. 4.0 New Business 4.1 Grand Jury Report on Advisory Councils Drafted a letter to send to Jerry re: Grand Jury report see document that Karla emailed to group: Need to stay in the loop with our supervisors by keeping checkboxes on form for county. Sherry made a motion to send the letter that Karla drafted, Lynn seconded the motion. Motion carried. 4.2 Proposed Sidewalk Ordinance: Emailed to AVAC by Karla, pertained to CDF easement requirements for public safety. 5.0 Executive Committee/Communications 5.1 Recognition for Advisory Council Training Jerry Lenthall: Copied on letter from Alapay Cellars to Jay Elder 6.0 Standing & Ad Hoc Committee Reports 6.1 Land Use Committee Karla Bittner no report 6.2 Avila Beach Committee Lisa Newton/John Salisbury Pressure washer-2 vendors to come down and do a trial. 6.3 Avila Valley Committee Jan Taylor Two projects referred: Cal Trans Hwy101, looked nice, the interchange improve also includes adding a 3rd lane at Spyglass. Apple orchard subdivision, 2 story guest house, called the owner, did you run this by the homeowners assoc, fine with them, no objections. Jan will forward green sheets to planning. 6.4 San Luis Bay Estates Sherri Gooding no report 6.5 See Canyon Marylou Gooden no report 6.6 Squire Canyon Karin Argano/John Schug Referral given to Ryan for lot line adjustment on Monte road 6.7 Diablo Committee Dusty Palaia/Lynn Walter Dry cask storage facility, ruled that the NRC review this for terrorist action. Lynn adds that this has ramifications nationwide, PG&E is proceeding forward with the construction schedule. 9th circuit court said that it should have been in the public comment. 6.8 Community Liaisons Port San Luis Karla Bittner approving budget next week and trial litigation in progress. Flood Zone 9 Dusty Palaia meeting on the 14th of june. 6.9 Circulation Committee Jan Taylor/Sherri Gooding County committee on temporary special events, email sent to John Euphrat. Waiting for Ag tourism ruling about special events. No new permits have been permitted, these will be referred to AVAC. 7.07
