AVILA VALLEY ADVISORY COUNCIL Minutes of AVAC Monday, March 13, 2006 7:00 P.M. Call to Order/ John Salisbury Roll Call /Karin Argano Members Present: John Salisbury, Karin Argano, Lisa Newton, Anne Brown, Jan Taylor, Boyd Horne, Sherri Gooding, Dusty Palaia, Bob Pusanik, Lynn Walter, Ted Ivarie, Bill Tickell. Members Absent: Karla Bittner (excused), John Schug Approval of Minutes from February 13, 2006 approved with corrections. Public Comment: No comments 1.0 Treasurer’s Report John Salisbury: $814.67 Report accepted. 2.0 County Reports 2.1 Sheriff’s Department Deputy Rasmussen: no deputy present 2.2 County Supervisor Jerry Lenthall: Total of $380K for Avila from PG&E mitigation funds for steam generator replacement project. Jerry was able to get a bit more money through his request for 4 driver feedback (flashes your speed) to be placed at both the school and the bridge by the port. Also was able to acquire funds for an LED sign message board, to be used for emergencies, events, for example when there is an outage, construction, etc. Computer generated messages, both pre-programmed or custom. There will be a half million dollars spent on the road to the lighthouse. On last workday noticed that we should have lights, drinking fountains along the path and will be able to add those things within this ½ million dollar budget. Jerry also mentioned trying to fast track the signal and is looking into some fee money being allocated to the curb/gutter project. 2.3 County Planning Staff Ryan Hostetter: No new projects in Avila since last meeting. James Caruso is looking into some lighting issues at the Martin Resorts Hotel. There has been an inquiry from the Avila Hot Springs Pool about what type of permits are needed for their expansion, may need a development plan per Ryan. Anne asked that Ryan also look into the lighting issue on the building on the corner of 1st street and San Miguel. The Schoolhouse project is still awaiting the report from Mr. Merriam, once that is in then they can move to the next step. Annual Adv Council Training will be on Sat, April 1 at the Library in SLO. She will email information to Karla to distribute. Encourages all who haven’t attended to try and go. 3.0 Old Business 3.1 DCPP Steam Generator Replacement: Tom Jones wasn’t present. Jerry Lenthall spoke about the meeting and thought it went well. Dusty submitted a memo re: Board of Supervisor’s meeting held on March 7, 2006 and the board approved the replacement of 8 steam generators at Diablo Canyon by a vote of 4-1. PG&E has consented to fund $1.5 for an easement over the lighthouse access road, transportation vehicles to the lighthouse, a walkway from Avila Beach to the Port and remove impediments to access the Lighthouse, possibly a bridge from Harbor Terrace or a bypass around the gate. Evacuation routes were also discussed by Ron Alsop from Dept of Emergency Services. Routes are staged through San Luis bay Estates and also evacuation routes by boat from Harbor or Cal Poly Pier. They are planning to stage resources in areas ahead of time. John Salisbury commented on the importance of fire safety and read an article of concern about Yucca Mountain from the newspaper being off track 5 years from their scheduled completion. Many comments made how disappointing and disturbing this is for all concerned. 3.2 Public Facilities Fees Increases Pat Beck, Pete Jennings Gave handouts and presentation regarding upcoming increase in Facility Fees and Quimby fees. Pat explained that this was adopted originally in 1991 to charge new development, residential, commercial and industrial to cover the costs of facility, equip, parks, fire, sheriffs and even libraries in the county. Hired consultant to look at the fees and give an assessment, see handout of proposed fees. This will go to the Board of Supervisors on April 25th. These fees are collected at the time of new permits being granted, county wide program. Pete Jennings from County Parks spoke about the new Master Plan that they are putting together and you can go to the website at www.slocountyparks.org to view the Master Plan and see a list of projects for Avila on-line. Pete also commented the there are CD’s available to view the Parks and Rec Element (PRE), especially if you have dial-up, call Jan Di Leo at 781-4089 or email jdileo@co.slo.us. Hearing Thurs, May 11, 2006 at 8:45am in the BOS Chamber Room#D170 in the County Govt Center on Monterey St in SLO.
