AVILA VALLEY ADVISORY COUNCIL
AVAC meets the 2nd Monday of every month, 7-9 p.m. at the PG&E Community Center, 6588 Ontario Road, Avila Beach, CA. Items for each agenda may be submitted to the Executive Committee two weeks in advance of the meeting. Public Participation: Following discussion of each agenda item by Council, the Chair may allow public comment as time permits. Non-agenda concerns may be raised during the Public Comment period. Please limit remarks or questions to 3 minutes. |

Meeting Minutes of Monday, July 9, 2007
7:00 P.M. Call to Order/Roll Call – Sherri Gooding/Jayne Morton Present: Anne Brown, John Salisbury, Julie Scott, Jan Taylor, Boyd Home, Karla Bittner, Sherri Gooding, Ted Ivarie, Jayne Morton, Marylou Gooden, Bill Tickell, John Schug, Karin Argano Excused Absence: Lisa Newton, Bob Pusanik Public Comment- David Lilly from the Regional Transit Authority shared that the new trolley is in service. It has been completely refurbished, seats more people and has a very clear sounding bell. He also explained that there are multiple spaces for advertising for anyone who is interested. The schedule is every half-hour from 9am-6pm seven days a week from the Port, Ontario Rd. to Spyglass where it meets with SCAT and RTA. Approval of Minutes- June 11, 2007 minutes were approved as corrected – Sam Blakeslee name was misspelled and corrected. 1.0 Treasurer’s Report Anne Brown As of June 29 the balance is the same as last month $1326.46. A bill for $14.54 was presented to be paid. She is currently of writing the grant for the new fiscal year requesting money from Supervisor Lenthall's discretionary funds. The most we can request is $1000.00 2.0 County Reports 2.1 Sheriff’s Department Lieutenant Ben Hall, Commander in Chief of Sheriffs Coastal Area that includes Avila. They had 113 Service calls – 64 Avila Beach, 45 Avila Valley, 4 at the Port. There was a theft from a locked vehicle and Sycamore Springs has reported some thefts. Otherwise there were not any major problems. He was asked the following by Board Members: 1. What does the Sheriff include as Avila Valley? Answer: The rest of the Valley which does not include Avila Beach. Avila Valley includes Bassi Ranch, See Canyon, Squire Canyon, San Luis Bay Estates, Cave Landing and all other canyons and homes in the area. Does the Sheriff Dept. know about the vandalism at the bathrooms in Avila Beach and the graffiti under the Bridge and are you working together or independent of each other? Answer: If it has happened in the last 30 days they would be working independently. He does not recall there has been a report to the Sheriff. He recommends that it be reported to the Sheriff’s Dept. so they can determine if the graffiti is gang related. What about the suicide in Avila Beach? Answer: The Sheriff’s Dept. also works as the coroner in our area and does not report on coroner cases because they are more personal matters. He will report on deaths related to crimes i.e.: homicides and muggings. 2.2 Public Works Mike Britton Mike addressed the following concerns AVAC has had: The real estate sign on the corner of SLBay Dr. and the resident’s entrance to SLB Estates across from the firehouse- People he talked to said the sign was so small that it really did not create a hazard. He needs to determine whose property it is on. If it is on private property it will be out of their jurisdiction. He will keep looking into it. Avila Beach Drive striping – It is not parking striping nor is it a walkway. It is a curb strictly for drainage however it is wide enough for parking. Traffic Section Project Initiation Avila Beach Dr. document- This was an internal document and there never was a public comment on this issue. There will be a signal at First St. and Avila Beach Dr when completed. Graffiti on Bridge- Graffiti on the Bridge over the creek on Avila Beach Dr. is a concern and was reported to Public Works. Street Sweeping Avila Beach - A request was made and it was done after the 4th of July. Bridge Project – Avila Beach Dr. walls are almost done. Work is on schedule. Public Works was asked by Cal Trans to remove the big message boards on 101 regarding the closure. They said the signs were distracting and that there was enough signage about the closure. Several Board members said that the sign on Monte Rd. and San Luis Bay Drive could also be removed because there isn’t much traffic from visitors going through there. He said he would check into it. He is also going to check on better signage at the Avila Barn and Ontario Rd. Alternative Emergency Access - Cave Landing is the only alternative he is aware of. No cost projection exists for another route and therefor Cave Landing is the only feasible route. There are alternatives on how they do Cave Landing, Avila Beach Dr. and Freeway – He will be contacting Cal Trans to see how to reconfigure the area. So far Public Works feels a small right turn lane at Shell Beach Rd. and Avila Dr. and one at San Luis Bay Dr. and Ontario Rd. would be a start. 2.3 Avila Area Bicycle Facility Plan Josh Olejczak Bicycle Advisory Committee A map of the Areas Bikeways Plan was given to the AVAC Board and explained that it has to be updated every two years. A Bikeways plan is needed in order to get grants, which are a major funding source. State funds vary from year to year and are competitive. There are two representatives on the Committee from this area. Bikeways are broken down in three classes – Class 1 – Bike Path; Class 2 – Bike Lane; Class 3 – All roads where bicycles ride safely i.e. country roads. They rely on the area’s supervisor to analyze what facilities are needed. The map shows where the Bob Jones trail goes. Josh came specifically to explain about the bicycle facilities plan for the Avila Area. The Bicycle Advisor Committee is considering an in lieu fee for building bikeways instead of piecemeal construction as it has been. Each district can determine what type of facility fee is best for them. There are things to be considered and the AVAC Board referred the issue to the Land Use Committee who is currently working on the Avila Circulation Study for review. 3.0 Old Business 3.1 Community Forum, Tank Farm property Karla Bittner, LU Committee The Land Use Committee met June 28 to discuss the County Avila Circulation Study and Community Forum for Chevron Tank Farm. The next meeting will be August at 6 p.m., Monday at 3 p.m. at the PGE Community Room. They met with Debbie Rudd, RRM, June 21, regarding participation for Forum. Meeting resulted with Revised Draft Agenda distributed June 29,07. There will be one more session before final approval at August AVAC meeting. The Board approved the expenditure of not to exceed $450.00 - 6 hours @ $75.00 an hour - for a facilitator for the forum. MSP Tom Jones of PGE will do the printing and mailing of the poster/flyers free of charge. The Board thanked Karin for doing such a good job on the Flyer. The Committee is continuing to refine the Questionnaire for the Forum for Board approval in August. The Avila Community News has already published the first press release. There will be a press release in the Tribune; flyers will be distributed in the AB CSD bills and Board members in each of the Avila Valley areas and three posters to be placed in places like the Post Office. Circulation Study A copy of the draft report submitted by TP&G Consultants was given to each Board member for review. The Board agreed on a consensus statement ‘that we agree on what the Land Use Committee has done regarding the Avila Circulation Study and support the additional meeting with representatives form TP&G and Michael Britton, SLO Public Works’. Board members were encouraged to make additional recommendations by e-mail before the meeting. John Salisbury suggested we look at possibly using the old RR right of way and having a train go from Ontario Rd. to the Port. It was accepted with humor and with the idea that he present a map of where the train would go and submit it. Special Olympic Event The event is Planned for Saturday, October 27,28 with 150-200 runners. It will start at midnight under a full moon in Avila and they will run to Fat Cats and return. It was pointed out that there are several events going to be going on that weekend and were questioning the safety of the runners. It was agreed that they should be contacted letting them know about the conflicting events. Hopefully the licensing agencies will be aware of it. Prioritize County Issues Nothing needed action at this time. 4.0 New Business. None 5.0 Executive Committee Communications – None 6.0 AVAC Committees & Liaisons Reports 6.1 Land Use Committee Karla Bittner See 3.1 and 3.2 Diablo Committee No Report 6.3 Avila Beach Committee Lisa Newton/John Salisbury No report. 6.4 Avila Valley Committee Jan Taylor/Boyd Horne No report. 6.5 San Luis Bay Estates Ted Ivarie A letter to be sent to the County was submitted regarding the Doelling Hearing July 20th for approval. A motion was made and passed to approve the Doelling letter. MSP 6.6 See Canyon Committee Marylou Gooden There is now a See Canyon Water Creek Committee 6.7 Squire Canyon Karin Argano There was a suit regarding changes in the road at the ridgeline for the Manderley project. 6.8 Port San Luis Liaisons Karla Bittner The budget was approved and it will only have $40,000 in reserve at the end of the year- not good. Coastal Commission is voting on approving access to the Lighthouse and the trail. Some of the proposals are having docents signing in and out and electronic GPS tours. 7.0 Community Liaisons 7.1 Avila Business Association Leonard Cohen Requested to be moved up on the agenda. It will be considered. He asked AVAC to support their recommendation to Pismo about not having so many events on one weekend such as the Fathers Day weekend that created such a traffic jam and affected Avila’s businesses. He also asked if would send a letter changing the Ports shark sighting signs which discourage people from coming to Avila. The media makes it a big deal and it sounds like Avila is closed. A motion was made and passed to write a general letter to Pismo regarding having so many events that cause traffic congestion and refer it to the Land Use Circulation Committee. MSP A motion was made to write a letter to the Port asking them to re-examine their policy regarding shark sightings.
