AVILA  VALLEY ADVISORY COUNCIL

 

AVAC meets the 2nd Monday of every month, 7-9 p.m. at the PG&E Community Center, 6588 Ontario Road, Avila Beach, CA.  Items for each agenda may be submitted to the Executive Committee two weeks in advance of the meeting.

 

Public Participation: Following discussion of each agenda item by Council, the Chair may allow public comment as time permits.  Non-agenda concerns may be raised during the Public Comment period.  Please limit remarks or questions to 3 minutes.

The President has received some questions about what AVAC’s role is in the community and as a result she began the meeting by reading from the Council’s By-laws, Article III - Purposes of the Council, for clarification.

 

Public Comment-

Adam Hill announced Coastal Commission will be in the San Luis Obispo County July 9-13.  They will be visiting Avila, touring the tank farm and the lighthouse.  There will be a public meeting during that time at the Embassy Suites.  He will send more information by e-mail.

 

Denise Allen announced that there will the See Canyon Watershed Group is hosting a meeting Wednesday June 27, 7:00 PM at the Bellevue Santa-Fe Charter School.  The subject is ‘what makes a watershed and how we are all a part of it?’  All residents of See Canyon and its tributaries are invited.

Approval of Minutes-

 May 14, 2007 minutes were approved as read.

1.0  Treasurer’s Report                                                   Anne Brown

 After one bill for $4.45 was paid the balance as of May 31, 2007 is $1326.46.

2.0 County Reports

2.1  Sheriff’s Department                                Sr. Deputy Marty Lesperance

         Sr. Deputy Lesperance reported that crime is down. The biggest problem currently is theft from unlocked cars.  However, summer is coming and things probably will change.  They will again have bicycle patrol as often as they can. They have had problems in the past with the Bob Jones trail and parking area. He requested that if we see anyone suspicious anywhere in the Avila Valley, the Port, SLBE, Avila etc. please do not confront just call right away and give them the information.  The direct number is 781-4550 or 911.

2.2  County Supervisor                                        Jerry Lenthall

  Jerry passed out a pamphlet covering the proposed budget for SLO County 2007-2008 so the Board will have an idea how the county money is distributed.

  He talked to Sam Blakslee regarding the southerly emergency access to Avila funding request from AVAC.  He has a letter he will present to the Board of Supervisors supporting Blackslee’s bill requesting on time funding and if the board does not accept it he will send it out himself.  It will take four to five weeks to complete the process.

   The plan to purchase the property next to Fossil Point for the Land Conservancy is a work in progress. They are still seeking money to make it a preserve.

  He reinforced that if a crime or an accident is not reported it can’t be documented.  It is alright to call 911 even if you think you may be seeing a crime or an accident because it then goes on record.

   Verizon is putting up a tower on an existing sight that will improve cell phone access in Avila and surrounding area. The tower will improve emergency communication in Avila Beach.

   Driver feedback equipment will be in place the next couple of weeks.  One in front of the school near San Louis Bay Dr. and the Avila Bridge area.  The CHP have increased their patrol and tickets are being issued.

   The Bridge project has been going smoothly and on schedule.  No real problems.

 The Board said there is an encroachment of a real estate sign at the Fire Station entrance on San Luis Bay Drive.  It was pointed out that there was an accident at that same place involving another sign. Jerry said he would look into it and get back to us.

2.3  Planning Department                                     Ryan Hostetter

         Unable to attend meeting. No report.

3.0 Old Business

3.1  Initiate Community Plan Update                  Karla Bittner, LU Committee

A draft to Supervisor Lenthall was read which supports an area plan update.  A motion was made and passed accepting the draft. MSP

4.0 New Business.

4.1 Water Resources Advisory Committee         Michael Winn

The Water Resources Advisory Committee is 50 years old.  Most of the people on the Committee are water specialist.  Each city, each supervisor, Cal Poly and Cuesta have appointees to the committee.  They meet normally the first Wednesday of each month in the SLO Library Community Room at 1:30 and everyone is welcome to attend anytime.  They discuss water resource issues that affect the whole county.  Conservation is a big issue because it affects the whole area.  They do not get into a specific project or complaint unless it is big enough to affect a large development.  The supervisors give them the issues to work on such as the State Water Pipeline, Integrated Water Management, and Resource Management System which oversees water systems, schools, clean air, roads, etc. There are three stages: 1. You have 10 years to fix 2. You must fix it, 3. Freeze growth.  They are basically technical advisors to the Board of Supervisors.  He introduced Marylu Hyman who is the 3rd District appointee.  She very supportive of Avila and very enthusiastic about her job.

  State water has an obligation to deliver unless there isn’t any or they are unable to deliver.  He said that it is estimated that no community on the coast should plan to have state water in 50 years.  Coastal communities will have to turn to the Ocean.  There was lengthy discussion about the rising sea level, its implication for handling fresh water, run off and how much water is needed in the creeks to maintain wildlife etc. Mr. Winn addressed these issues and said the State has new guidelines and has set limits for run off. The county is updating their plan regarding urban, rural, and agricultural water.

Referral from Planning to prioritize issues.

County planning has requested AVAC to prioritize several community issues. It will be referred to each area committee with a request to have the information back before the next meeting.

Executive Committee Communications

5.1  Bicycle Advisory Committee

  The SLO County Bicycle Advisory Committee wants to know our opinion on imposing a bicycle facilities fee in our community.  It was decided AVAC will invite them to come to the next meeting to give us more information.

5.2 Proposed event-Special Olympics

  The Special Olympics want to hold a 5K run in Avila Beach October 27th.  They were asked to provide more details and referred to the agencies that need to be contacted.  The President will follow through to find out the status.

 

6.0  AVAC Committees & Liaisons Reports

             6.1  Land Use Committee                       Karla Bittner

  Draft was presented requesting state funds be provided for the acquisition of Pirates Cove area property.   A motion was made and approved to send the letter as corrected.  MSP

  Area Circulation Update is going back to the committee for review.  Next meeting will be at 3:00 p.m. at Port San Luis Thurs. June 14th.

  Study session on event amendment – There is still a lot of confusion and frustration on the Special Events Ordinance.  They will probably have a special study session to better understand what is involved before it goes to the Board of Supervisors.

  Karla gave a preliminary draft outlining the AVAC Community Forum for Tank Farm Site presentation.  It was agreed the Committee should proceed with the reviewing of the preliminary draft. There will be another Land Use Committee Meeting June 15 at 3:00.

 

Diablo Committee

  Dusty suggested that we send a comment regarding the NRC supplement discounting the safety issues in case of an emergency or terrorist attack to the Diablo Canyon ISFSI (Independent Spent Fuel Storage Installation). Since the comment has to be made by July 2 a motion was made and approved to have a draft made and sent by e-mail to the Board to review a statement that we are not adequately protected. MSP

  Mitigation for the Dry Cask Storage is moving along in the process, as is the Steam Generator mitigation.

  Several issues are being addressed – Dredging, replacing the rails with steel on the Old Port Beach, mooring maintenance, and on going maintenance issues.

   Amphitheater was repaired in Avila.  The lighthouse received their permits for the road and it is out for bid. $1.2 million road improvement.

   The preliminary Budget for 2007-8 was approved.  Port is great at getting grant money.
