AVILA  VALLEY ADVISORY COUNCIL

 

AVAC meets the 2nd Monday of every month, 7-9 p.m. at the PG&E Community Center, 6588 Ontario Road, Avila Beach, CA.  Items for each agenda may be submitted to the Executive Committee two weeks in advance of the meeting.

 

Public Participation: Following discussion of each agenda item by Council, the Chair may allow public comment as time permits.  Non-agenda concerns may be raised during the Public Comment period.  Please limit remarks or questions to 3 minutes.

Call to Order/Roll Call – a quorum was established      Sherri Gooding/Jayne Morton

 

Public Comment

      Brad Arnott of the Hillcrest Ranch at 6180 Ontario Rd. is in the process of upgrading and improving the mobile homes and the grounds of the ranch.  He asked to be able to present his plan to the Board for their review.  The Board asked him to give them his phone number and invited him to come to the Land Use Committee Meeting in March. He was asked to bring information regarding his intentions for relocating tenants during upgrades.

 

Approval of Minutes –

December 11, 2006 minutes approved as corrected – the port supported the event.

January 8, 2007 minutes approved as read.

 

1.0  Treasurer’s Report                                                   Anne Brown

       The balance as of Jan. 8, 2007 was $814.67.  There were three outstanding bills paid in the amount of  $438.23 leaving a balance as of Feb. 12, 2007 of $376.44.

      The Treasurer reported that a grant was submitted to Jerry Lenthall’s office for $960.00.  It was approved and the check will be coming soon.

2.0 County Reports

2.1   Highway Patrol

Jerry Lenthall asked Sergeant Patrick Current, Supervisor with the Highway Patrol to come and address our concerns regarding the increase in traffic accidents at San Luis Bay Drive and Ontario Road.

Sergeant Current clarified that the Highway Patrol is the Dept. that handles traffic in Avila not the Sheriff.  He heard and understood our concerns regarding our increasing traffic problems and assured us there will be an increase of HP officers at the intersection and be prepared to get tickets if you don’t stop at the stop signs.

 

2.2  County Supervisor                              Jerry Lenthall

      The Tank Farm Committee has 20 people signed up.  The meetings will be held at the San Luis Bay Inn or the Custom House depending on availability.  He will be contacting the members as to the time and place by next week.

     Jerry said that the deer crossing signs; radar signs; driver speed feedback trailer and a tandem axle trailer for road information that will be used for and kept in Avila is being implemented.  He has arranged for funds to complete this project that will eventually come out of the PG&E Mitigation settlement.

    He asked Rosemary Gaglione of SLO Public Works for her update on the San Luis Bay Drive Bridge project.  She reported that the Road Prospect Study has been on going and assured us again that there will be lots of signage, directions, and communication with residents, etc. in order to make sure all safety measures are taken and to expedite the work.  They have accepted a bid for the project and as soon as the Board approves the contract Feb. 27 it will be given to the contractor and things will begin.  They will begin the project May 1 and it will go until Nov. 1 or longer depending on the weather.

      She was asked if there was any way to lower the 55mile per hour speed limit on SLBD?  She explained that it is classified as a rural road with a 55 average speed and cannot be changed.  Mr. Rossi explained that in 1981 the San Luis Bay Drive was redesigned from a lower speed rural road to a 55 mile an hour rural road.

 

2.3  County Planning Staff                         Ryan Hostetter

      There are no new projects.

      The schoolhouse project – still waiting for owners to submit necessary info to go forward.

       Keith Guy project is pulled.

       Outrigger event – it is exempt from getting a permit because of non-profit status, there is to be no camping, and cars can park on the golf course.  All the activity will take place in the ocean.

       In response to questions about the Coastal County updating being way behind Ryan suggested having a long-range planner come and share with the group.  The Board responded favorably to the suggestion.

 

3.0   Old Business

3.1   SLO General Plan update                    Karla Bittner

        The Area Plans have been amended many times without being updated and we are presently facing additional amendments for significant projects. After a short discussion it was decided that a position, reaffirming AVAC’s existing position, is warranted that any amendment to the San Luis Bay Area Plan(s) that would increase development potential must be preceded by Area Plan update.  A motion passed stating that AVAC supports an Update to the San Luis Bay Area Plan inland (1980) and the San Luis Bay Area Plan Coastal (1988). MSP A letter will follow to Supervisor Lenthall.

 

4.0 New Business

4.1  Tank Farm & Avila Contamination        Dan Niles, RWQCB

       Mr. Niles gave a very instructive report on the RWQCB’s continual monitoring of the contamination of the Tank Farm.  They have been involved in the site since 1906 taking numerous water samplings.  There are 50 wells on the site for the purpose of checking ground water.  Twenty wells are currently being checked. He said that there is contamination and they have a very good understanding of it and about the ground water.  The process used to eliminate the contamination will
