Approval of Minutes
The October 8, 2007 minutes were approved as presented. Ted Ivarie was appointed action secretary in the absence of Jayne Morton.
. Treasurer’s Report Anne Brown Current balance is $341.56 with no obligations outstanding. Cost of the Tank Farm Community Forum was approximately $906.00. County Reports 2.1 Sheriff’s Department Lt. Ben Hall Reported five Avila Valley minor cases and three traffic cases at the Port. Parking fines are now $40, up from $20, and timed parking violation fines are now $30, up from $15. Overnight camping violations are now $200. 2.2 County Supervisor Jerry Lenthall Enhanced speed enforcement has resulted in 23 citations on San Luis Bay Dr. in the last month. A “ships to reefs” program for pacing obsolete moth balled vessels on the ocean floor for divers to explore is now in the initial stages. Locations off shore near Morro Bay and the Port San Luis Lighthouse are being considered. A DVD explaining the program will be available at the Avila Beach CSD office. AVAC chair, Sherri Danoff, has been given a document related to potential emergency access road options at Cave Landing. Portable message road signs will soon be available to alert drivers of hazsards and emergencies. 2.3 Planning, AVAC Representative Ryan Hostetter Two building permits were issued in Avila Valley during the last month. The Avila Beach Schoolhouse report on historical significance is now being reviewed by a third party. A report should be available by the end of December. Responses to a draft of the Special Events Ordinance are due in December. Supervisor Lenthall will ask to have the deadline extended beyond the January AVAC meeting. 2.4 Public Works Mike Britton The Bob Jones Bike Trail that has been rerouted under the San Luis Bay Drive bridge is now open. Retaining walls on Avila Beach Drive near the intersection with San Luis Bay Drive will have textured facing. The Land Use Committee suggested that the Circulation Study Report deadlines are too short. The deadline has been extended to March 2008, which should provide adequate time for the Land Use Committee and others to submit reports. As follow-up to an earlier concern expressed by a parent of a student enrolled at the Belmont-Santa Fe School. A pamphlet was distributed entitled Realistic Speed Zoning published by Automobile Club of Southern California. Portions of the California Vehicle Code related to speed limits and school zones were reviewed, along with a report of traffic accidents at or near the school zone. The latest speed survey on San Luis Bay Drive was done in May 2004, at a point 145 feet east of the See Canyon Road intersection. The results did not justify changing speed limits. Consideration will be given to changing the locations of the existing posted speed signs. A speed survey was done on Avila Beach Drive in July 2001, and additional studies will be done after the bridge construction project is completed. A power point presentation summarizing Mr. Britton’s comments will be e-mailed to AVAC members. Parties interested in changing traffic statutes should bring their concerns to their California State Legislative representatives. 3.0 Old Business The Land Use Committee has reviewed, made suggestions, and will continue to review the Circulation Study. Comments and suggestions should be directed to Karla Bittner. The AVAC chair will appoint a Nominating Committee that will make a report at the December meeting. 4.0 New Business None. 5.0 Executive Committee Communications Sherri Danoff/Gooding A new draft of the Special Events Ordinance was distributed October 31, 2007. That draft and a draft of the proposed amendments to the Coastal Zone Land Use Ordinance will be reviewed by the Land Use Committee. The AVAC chair has asked the county for a chart to use when evaluating the Special Events Ordinance. The Campaign Committee for Adam Hill, candidate for District Three Supervisor, has asked AVAC to host a public forum. The AVAC chair will appoint a committee to prepare recommendations for a response to the request. . 6.0 Community Liaisons 6.1 Avila Bach Business Association; Civic Assn.; Foundation ABA has requested that the San Luis Harbor Board of Directors consider revision of the existing response policy when shark sightings are reported. Public parking alternative are being discussed. ( Karin Argano ) ABCA held an open house on October 25 celebrating completion of the center remodeling. Special appreciation was noted for the significant role Terry Eberhardt had in leading the remodeling project to a successful conclusion. ( Anne Brown ) ABCF grants of over $68,000 have been awarded for 2008. The Foundation also provided 40 percent of the funding and the fiscal management for the remodeling of the Civic Association center. Foundation funding came from a grant provided by UNOCAL as part of the Avila Beach clean up project.
