A quorum was established.

Approval of Minutes                                                        Sherri Danoff

  Minutes from March 10 were postponed until the next weekend because of secretary’s failure in sending the minutes out.

 

Treasurer’s Report                                                                       Anne Brown

   The current balance is the same as last month $1117.13.  No bills were presented for payment.

 

County Reports

2.1 Sheriff’s Department                                                                                                 Lt. Ben Hall

  There were 90 calls in the Avila area and 23 reports, which is pretty busy for Avila.  A vehicle was broken into at the Bob Jones Trail parking lot; a women’s purse was stolen at the Avila Hot Springs; a man was wondering around and arrested for indecent exposure; a door was damaged and symbols stolen in Avila Beach; a man was arrested for stealing alcohol from Mulligans Restaurant and fish from the Pier bait shop; a sting operation at Pirates cove resulted in an arrest for solicitation.

2.2 County Supervisor                                                                                     Jerry Lenthall

   During the PG&E outage there were no accidents due to the outage and the 1.5 million generator sales tax will be coming soon which will help with the county’s shortfall.

   The request for more light under the San Luis Bay Drive bridge will be done hopefully in a couple of weeks.  There will be two little streetlights on either side of the bridge and will be not too bright so it they won’t distract anyone and will be energy efficient. The money used to cover the cost came from what was left as a result of the contractor completing the bridge under budget.

   The problem with the speed signs on San Luis Bay Drive is being taken care of. It is a high tech computer system and a component is the problem and will be replaced hopefully soon by the manufacturer.

  Mrs. Blakesly will be at the May AVAC meeting to give a slide presentation about the pending purchase of the Avila Ranch a.k.a. Cherry Canyon.

2.3  Planning                                                                                    Ryan Hostetter

  The President reported that Ryan was absent due to illness.  She left a message saying that if there are any questions or concerns that may come up they can be e-mailed to her and she will look into it.

 

 

2.4  Public Works                                                                                              Ryan Chapman

   As a result of the recent traffic study the speed on San Luis Bay Drive will be reduced to 50 miles per hour. The Posting of the signs will be soon.  A request was made that they be moved further from the school zone sign. He will check into it.  The Board requested a copy of the study.

   Mr. Chapman attended the Land Use Committee meeting where they shared their concerns regarding the Avila Circulation Study with him.  He has taken their concerns about the accuracy of the base information to the Public Works Committee for review.  It will take a month or two for revisions.  The Board thanked him for his support and feels it will be the best circulation study that the community has had for awhile.

   He was asked about the problem with the drainage channel behind the Colony project.  He said he has just become aware of the problem.

   It was pointed out that it is a complicated issue involving multi agencies and deserves a lot of collaboration. There are 14 lots that are subject to lot line adjustments.  Supervisor Lenthall said there is a common goal in sight and hopefully within 90 days there will be feedback from all the agencies involved on how to address the problem.

   A Board member wanted to know why the landscaping at the entrance to San Luis Bay Estates is not done.  It was part of the original bridge contract and should have been done by now.  Mr. Chapman will be checking into it.

 

  

3.0 Old Business

3.1 Colony Lots 9 & 10                                                                                               Kim Hatch, Architect

   Mr. Hatch gave the Board copies of the architectural plans for lots 9 and 10 of the 14 lot Colony Project for the Board to review.  Lots 9 and 10 are one-owner multi family residential lots.  The owner will use them and/or as  rentals.  Lot 9 is a 8000 sq. ft. lot with plans for a 2800 sq. ft. triplex and Lot 10 is a 6000 sq. ft. lot with plans for a 2100 sq. ft. duplex both with two car garages and six spaces of parking.  The triplex has space for a golf cart.  There is space between the units – no common walls.  They have roof decks so they can see the ocean.

  He showed renderings of the project.  There will not be any bright colors and the lighting will not shine off sights and be low level.  The plans are being modified so each building will not look the same.  A hired firm that has done a lot of landscaping in the area will do landscaping and the owners will be required to keep it up.  They will follow green built to a degree per the owner’s request because of cost. The project meets the county zoning requirements and there are CC&R’s to follow even though they are not approved by the county because the project is not a tract.

   He was asked about the drainage channel and he explained that they are not involved with it at this time but possibly could be at some point.

  The Avila Beach Committee made a motion that passed for AVAC to recommend that the plans be approved. MSP

3.2 See Canyon Intersection                                                                                       Julie Scott and Denise Allen

   It was again brought to the Board’s attention on how dangerous it is, because of speeding cars, for parents to safely enter or leave the Charter School on San Luis Bay Drive at the See Canyon intersection or for the children who use the crosswalk on San Luis Bay Drive.  There are 140 students at the school who are carpooled each day because there aren’t any buses which increases traffic before and after school hours.   Recently there was a no injury accident at this intersection that brought the attention once again on how they should make the area safe.  The following are ideas and suggestions made by the Board and the public to help solve the problem:

Crossing Guard

Flashing lights in the area

An on demand light

Better signage

Have the Highway Patrol monitor the area during busy hours.

Make the crosswalk stand out more.

   Supervisor Lenthall shared that painting the crosswalk would be expensive.  The school district needs to work on what it takes to get money for a crossing guard and painting the crosswalk. The next funding year is in Sept. At present the school will have to arrange for a crossing guard.  He said the only way to get more county support is to report the accidents or at least have someone at the school take pictures and record the day and time in a log of some sort if the people do not want to make a report. Sherri checked the number of accidents in that area in the last few years and there was only one reported, however, there has been many unreported accidents. Supervisor Lenthall will coordinate a meeting with Julie, will include Bill Tickell from See Canyon, and will pursue the things he can help with.

   Julie and Denise thanked the group for their support and will let the Board know what is being done.

4.0  Community Liaisons -                                                                                                                                                 

 4.1 Avila Business Assoc., Avila Beach Civic Assoc., Avila Beach Foundation, Port, Diablo

   There are several up and coming events: Hospice fundraiser;  ABA Golf Tournament fundraise first Sunday in June; Yacht Club fourth of July Boat Parade; and the Concourse with beautiful Ferraris, porches, and the like and a few car showcase on the promenade the last weekend in October.

   There have been a few new members and the membership drive is on going.

   The County is pleased with the ABA’s handling of the promenade and they will be getting a new contract.  Supervisor Lenthall said the Parks and Recreation Dept. are looking at this as a pilot program that could be used for other parks developing a team effort which will help with the current lack of funds.

        Civic Assoc.-                                                                                                                Lisa Newton

   The Association is considering reestablishing the land parade in Avila.  The Easter party was very successful. The new program manager is busy expanding programs. Everything is moving along well and wanted people to know building rooms are available to rent.

ABF – No report

       The Port will give an educational presentation at the June AVAC meeting.

PGE Diablo                                                                                                               Tom Jones

  August 15th PGE is giving AVAC members a tour of Diablo.  We will see all the facilities which includes the security facility.  In 2 to 4 weeks we will be getting all the information about the tour.  It will be about 4 to 5 hours to complete.

   The outage is officially over and PGE is very happy with the way everything turned out.  The President expressed AVAC's and the Community appreciation for the way the traffic flow was handled.  It ran very smoothly and it certainly reduced the traffic congestion.

   They have leased the property across from the gate for additional parking for trucks to alleviate the blockages caused by the trucks.

   The Board reviewed a letter regarding the Fortini property from the SLBE, Heron Crest HOA denying the request for a minor use permit.    A motion was made with 1 abstention to accept the report from the SLBE Committee and a denial letter from AVA.  MSP

  They are concerned about the traffic problem at See Canyon.

   There is a new board for the Squire Canyon Community Service District to maintain the Canyon.  The new Chairman is Mike Nunno.
