7:05 P.M. Call to order/Roll Call Sherri Danoff/Jayne Morton A quorum was established. All members had not reviewed the minutes and as a result were postponed until the next meeting. Treasurer’s Report Anne Brown The current balance is as of July 31 is $1067.27. County Reports 2.1 Sheriff’s Department Lt. Ben Hall It was busier in the valley this month. Mostly thefts from cars – smashing car windows and stealing purses. Lt. Hall reminded people to keep their purses and valuables out of sight and lock their car. There were two arrests for burglaries – one man was arrested who was under the influence of meth. 2.2 County Supervisor Jerry Lenthall At recent government meeting the Board dedicated 5 million dollars towards the purchase of the Irish Hills property which connects to Cherry Canyon. There was a discussion about how the property will be managed. It is only speculation at this time because it is not clear will be the responsible agency or organization. The SLO County Coastal Cleanup Day will be Saturday, September 20th from 9:00 AM to 12:00 PM. Contact Steve Johnson at 544-1777 for more information. 2..3 Public Works Randy Ghezzi The new sweeping contract for Avila will be monthly unless additional cleaning is requested. Sweeping dates come out in the Tribune and a suggestion was made that they also be put in the Avila news. Contact number is 781-4466. Avila Drive fall overlay project will begin early Oct. and will take about 2 weeks. Work will include drainage repair and 3 inch overlay. Includes San Luis Bay and Avila Drive intersection. It was pointed out that the Bay Laurel Drive signs still have not been done - why has the no left turn into the Avila Barn been taken out – what about the trash can problem in Avila. Jerry said he will check on the status of the sign and the barn and Scott at 781-5288 needs to be contacted regarding the trash can problem. 2.4 Planning Ryan Hostetter Received a draft for the School House project for review and will have it done hopefully in a couple of weeks. Avila Colony is still up for review – on hold. The Custom-House plans are still being reviewed. The revised proposal will go to Avila Beach Committee for review when done. 2.5 People’s Self-Help Project colors James Caruso The affordable housing project in Avila is almost finished and is being painted very bright colors that are being questioned by community residents as they do not conform with the original approved colors that blend in with the hillside. It is an option on the part of the contractor to change the colors. A meeting will be set up with the concerned parties and to address the issue. 3.0 Old Business 3.1 Drainage Culvert behind the Colony lots Ryan Hostetter & Randy Ghezzi Ryan has done a great deal of research looking for a solution to address the drainage culvert problem. She had meetings with all concerned parties. The culvert is the lowest point in Avila. It is below sea level and the entire drainage from the town and all irrigation goes to this spot. The culvert belongs to the Port and the County. Public works is continually cleaning it out and maintaining it. The Port has had a contract with inmates to clean it out and maintain all the pipes and easements that are theirs. There is not a simple solution. The County and the Port are working together to solve the problem which does not seem to have any clear answer on how to proceed. Ryan will send AVAC all the facts she has found. 3.2 Beer Festival Meeting Sherri Danoff There was a meeting on August 4th of representatives from the ABA, AVAC, Golf Course, Law enforcement, Hospice, Mr. Rick’s and a couple of community representatives to discuss how to prevent the disruptive partying that occurred after the event at the Promenade and other town area. Hospice, the sponsor of the event was very receptive to preventing any disruption to the community. The committee came up with the following suggestions that Hospice committed to consider for the future event: Reduce the number of hours of the event from four hours to three hours; incentive to use the shuttle and committed to furnish a law enforcement officer for the Promenade following future events. Mr. Rick’ s committed to provide more security. It was agreed that there was a need for more security for all events in Avila. 4.0 Community Liaisons - 4.1 Avila Business Assoc., Avila Beach Civic Assoc., Avila Beach Foundation, Port, Diablo ABA- Leonard Cohen/Karin Argano Still working on the garbage problem. They are asking business to put cans in front of their stores to help with the problem. The membership drive is in full swing. The Avila sign was approved. The Concourse is the next event in October. ABCA- Rick Rowe The Association received a Foundation Grant that paid for the new building. Now $50,000 is needed to maintain the program and it is having the First Annual Campaign to raise the money. 33% has been raised towards their goal because of several activities along with two tenants. In three months they will be active with solicitations for donations. ABCF - Boyd Horne The grant process is under way – Grant applications due September 15th. Funding is somewhat limited because investments have decreased due to the current stock fluctuations and paying off the loan the Board approved to cover construction costs for the Community Center. There is a maximum of $100,00 for grants but they will probably not give out that much. Boyd shared he will be standing down as executive director. He also said that the purpose of the Foundation is not only to grant money but also to raise money and that no other community this size has a foundation like Avila’s. He has been the director since it was created in 1998 and feels it is time to move on. He is soliciting for nominees to be director beginning January 2009. Applicants need to apply by September 15. The Port is working in cooperation with Cal Poly, Morro Bay and others in restoring the ocean environment for fishing. The Pecho Coast trail improvement project is challenging and still in progress. The Jr. Lifeguard program has been very successful – they had 150 participants. PGE Diablo – Sandy Keller Friday August 15 is the tour of the facility. It starts at 8:00 AM with breakfast at the center, lunch will be at the facility and return to center at 2:00 PM.
