Call to order/Roll Call Sherri Danoff/Jayne Morton

A quorum was established.

Approval of Minutes Sherri Danoff

Minutes for November 10th were approved as presented.

Balance is$901.35. Books balanced at the time of audit.

1 2.1 Sheriff’s Department Sgt. Michael Manuele

2 Sgt. .Mannuele said it was a uneventful month. There were a few vehicle thefts and one at the bridge construction sight. He wanted everyone to be sure your cars locked and secure your homes particularly during this Christmas season..

3 2.2 County Supervisor Jerry Lenthall

4 Kara Blakeslee sent a thank you letter in response to the support letter she received from AVAC and the many other people that have been instrumental in helping with the project. There is $21-$24 million already encumbered for the Cherry Canyon project and will hopefully be completed sometime in 2009.

5 Supervisor Lenthall was pleased to announce that the Board of Supervisors on Dec. 9th will be honoring Boyd Horne for his outstanding work in establishing the Avila Foundation.

6 The First Street traffic signal will hopefully be completed by Easter.

7 There is going to be a tree planting along the creek to the Barn.

8 AVAC presented Supervisor Lenthall with a certificate of appreciation for all the support he has given the Board.

10 2.3 Public Works

11 Sherri Danoff reported that Mr. Chapman attended the meeting of the Land Use Committee regarding the Avila Circulation Plan. It was decided that there will be three basic clarification changes to the 1) Traffic plan 2) Emergency access 3) Pedestrian connection from Avila Beach to the Port.

12 2.4 Bob Jones Trail Status Update Jan Dileo, Parks & Rec.

13 Ms. Dileo gave the Board and aerial map of the project site of the Bob Jones pathway to San Miguel St. to Avila Park and a map of the existing Bob Jones pathway and the proposed segments. They have a series of grants for the proposed segments of the path. The path does not have any significant impact on the environment except for the

14 proposed bridge over Hwy 101 to Ontario Road. The permit process is nearly completed. Property owners are very cooperative. They need to get all documents in by 2009 in order to get started and hopefully have the environmental documents done by 2010. She will send status reports to AVAC about exactly where the path will go.

15 A board member suggested that the signs showing hours that the path can be used through the San Luis Bay Estates are not consistent. Ms. Dileo agreed and said they will be working on the problem.

16 2.5 Planning Ryan Hostetter

17 A presentation was given on how to use the web site for the planning department – sloplanning.org. Everything you need for planning information is there. You can check on permits, parcel information, see if permits have been issued, contact/staff directory, etc. She suggested that you go on the web site and look around. If there is a code enforcement question you need to go to the Code Enforcement Dept.

18 As suggested a letter of appreciation for Mrs. Hostetter‘s continual assistance and support to AVAC will be given to the Director of Planning,.

30 ABA- Leonard Cohen

31 There will be an Alpha pedal to Pier bike ride in February that will start at the promenade. Rick Cohen the new Foundation Executive Director was introduced to the Board. There will be an ABA party at the Lighthouse Suites in January for members get together. Avila sign is still in process. They are getting a new web site for businesses and a special business card with special discounts for local business. The reason the planters have been torn up is to install new water meters so the charge for water will be distributed fairly. The Farmers Market and the Art at Avila season has ended and given the ABA checks.

32 The ABA expressed their appreciation for all that Supervisor Lenthall has done to help the ABA during his term.

33 ABCA- Lisa Newton

34 The Association sent post cards to the community letting everyone know about all the various events the Community Center is offering. They had a very successful reception for Adam Hill. The new Foundation Executive Director was introduced. The toy for tots bike ride was quite an event; it was the largest one ever with 1500 bikers. There will be a Christmas party Saturday Dec. 13th from 6:00-9:00 p.m.

37 Mr. Cohen, the new Foundation Director was unable to attend the AVAC and will be introduced at the January meeting.

41 The new carpet in the center will be installed December 19th. The Buses are already running helping to eliminate traffic problems from the outage. The message signs along Avila Dr. can be used for advertising event information.

2 The new Port center is virtually completed. There are shower facilities on the first floor and a meeting room upstairs.

3 7.4 Avila Beach Committee- Anne Brown

4 There are reviewing plans for a new cell site on the top of Spring Hill. They have concerns about the only access is through Sycamore Springs and that the radiation from the site. They are not making any recommendations to AVAC at this time.

5 The pre-project review plans for the San Miguel Court project next to the Whole in the Clouds project have been modified solving the parking concerns and were accepted by the committee. The concerns about Travelini project at 137 1st have been resolved and the committee has approved the plans. A motion was made and passed for AVAC to approve the project. MSP

10 7.5 San Luis Bay Estates Committee- Ted Ivarie

11 A proposed letter to be written by the President and directed to Planning//Code Enforcement with a copy to Rob Rossi was presented regarding the concerns of the golf cart parking on the emergency egress road, about the non-golf activities at the yellow house and complying with the permit process and rules for events, and a request for action to be taken to resolve these on going concerns. Documentation containing previous correspondence from the Planning Dept. and AVAC will be included. A motion was made and passed for the adoption and acceptance of the proposed letter. Two members were opposed and one member abstained. MSP
