AVILA VALLEY ADVISORY COUNCIL

 

AVAC meets the 2ND Monday of every month, 7-9 p.m. at the PG&E Community Center, 6588 Ontario Road, Avila Beach, CA.  Items for each agenda may be submitted to the Executive Committee two weeks in advance of the meeting.

 

Public Participation: Following discussion of each agenda item by Council, the Chair may allow public comment as time permits.  Non-agenda concerns may be raised during the Public Comment period.  Please limit remarks or questions to 3 minutes.

7:10 P.M.

Call to order/Roll Call                                                                      Sherri Danoff/Jayne Morton

A quorum was established.

Present:  Anne Brown, Julie Scott, Sherri Gooding, Ted Ivarie, Jayne Morton, Bob Pusanik, Sandy Keller, Bill Tickell, Karin Argano.

Excused: Lisa Newton, John Salisbury, Lynn Walter, Ken Thompson, John Schug, Jack Biesek, Rick Rowe.

 

Member Status Changes                                                        Sherri Danoff

The Vice Chair position is open.  Rick Rowe was not able to fulfill the position because he is only an alternate.

Leonard Cohen from the ABA has volunteered to be on the Land Use Committee temporarily.

Mary Andrews from See Canyon resigned because she is only living in the canyon part time.  As soon as she becomes a full time resident she will let us know and would be glad to join again.

 

Public Comment

   Jim Sargeant and Fred Collins shared that there will be another meeting to update the community on the progress of the Tank Farm project.  “Healing for the Tank Farm Vision” – Tuesday, February 26th at 4:30 p.m. at the Avila Community Center.  Fred said there would be another tour of the Tank Farm and asked people to sign up if they wanted to go. The date has not been determined yet.  He left sign up sheets and said that if we have any questions we can call him at 773-0806.

Treasurer’s Report                                                                                Anne Brown

    The current balance in the checking account is $1184.84.  This balance reflects the receipt of $960.00 grant Ann applied for from Supervisor Lenthall’s office.  She expressed her gratitude as did the Board.

 

County Reports

     2.1  Sheriff’s Department                                                                              Lt. Ben Hall

   There were 33 call and 7 reports for Avila Valley.  They were non-significant. Avila had 41 calls 7 reports, one was for burglary.  Port San Luis had 7 calls no reports.

    It was asked if it is correct when there is an environmental problem do not call 911 – call the Sheriff’s Dept. direct.  Lt. Hall verified that this was correct because it isn’t an emergency.  He also said we have a very good 911 system especially when you compare with a place like LA where you get a computer answer first.

 

 

2.2  County Supervisor                                                                                               Jerry Lenthall

   Mary Froggett reported for Jerry in his absence due to illness.  SLO County monies were distributed as follows: Bob Jones Trail $600,000, Lighthouse $150,000; Avila Ranch Property $350,000 for a trail from Montana De Oro to Avila and is a Land Conservancy project.

2.3  Planning, AVAC Representative                                                                       Ryan Hostetter

  The only projects currently are the Avila Colony review with three applicants and the School House historical analysis that found it is in fact a historical building.  The applicant for the School House property is going to see what they will do with the project now.

2.4  Public Works                                                                                                                 Mike Britton

    Mike had to go out of town and left word that the only thing to report is that the process for the speed survey for San Luis Bay Drive should be done by the next meeting.

 

3.0 Old Business

3.1 Events Ordinance Amendments                                                                              Land Use Committee

    The President said they are still looking for a chairman for the committee and hope someone will volunteer.

    The committee reviewed several preliminary drafts. They had a meeting with ABA participants and agreed on a letter to be sent to Karen Nall stating that they feel the ordinance needs to be a simplified format, have a single permit, and require that non-profit sponsors have the same permit requirements but waive the fee for application. Attached to the letter will be letters from the Civic Assoc. and the ABA and a simplified Temporary Special Events outline.  A motion was made and approved to send the letter to Karen Knall. MSP

 

3.2 Promenade Proposal                                                                                              Darren Smith

   Mr. Smith is with Compass Health owners of the Custom House and Mr. Rick’s.  He attended our last AVAC meeting and was asked to share more information about their plans for the promenade.  He handed out renderings done by an architect so that we would get an idea of what they are planning to do to improve Mr. Ricks, the Custom House and the area on the promenade.  They are working with the ABA on appropriate aesthetics for the promenade, they proposed to add a 2nd floor to the existing patio, entrance will be moved where the open patio is, the bar in the dining room will go upstairs to the new addition.  There may be satellite seating areas on the promenade where alcohol can be served. This is all contingent on the approval of the ABC and the Planning Dept.  The Avila Beach Committee will wait and see what the ABC says before making any comments or recommendations.

    The answer to the question being asked as to what the Custom House is paying for the use of the promenade is that they paid roughly $10,000 last year to offset cost for Parks & Rec.

 3.3  Revise Bylaws                                                                                                      Ted Ivarie

     The Board reviewed a copy of the changes and amendments to the bylaws and the added Conduct Guidelines.  A motion was made and approved to accept changes and amendments to the Bylaws as proposed.

3.4  Pale Kai event                                                                                                        Sherie Danoff

    It appears there is a possible conflict with another event on the weekend of the Pale Kai event.  The Board felt it was not a problem and agreed to still support the event and a letter will be sent.

4.0  Community Liaisons -

    Was extremely appreciative of the help in bettering our communication.  He thanked Ted Ivarie and Ann Brown who were appointed to work with the ABA for their help.  He said last month it has been great for communication and he feels that in general  we are all on the same page and really appreciates it.

   The ABA has been getting new members and AVAC has been showing up.  There is going to be a new sign for Avila.  They will probably ask Cuesta art students to develop the new sign.  Terry Eberhart is working with the Port on the parking lot issue.  Fish and Farmers Market plans are complete as are the plans for the Fish and Farmers Golf Tournament fundraiser.

  The ABA was awarded and AHEAD grant for $25,000 through Coast Bank to help reach their goals for Avila Beach. The ABA board has appointed a new Executive Director – Karen Argano.

ABCA-                                                                                                                           Ann Brown

   Ann shared there several events going on at the Community Center.   There are ongoing Yoga and exercise classes, a Cal Poly speaker series, an Easter egg hunt and more.  There is on Sunday, February 24, 2008 a special Historic Avila Beach Photo exhibit from 2-4 with light refreshments.   Chevron gave a $5000 contribution to help support the Center.

Port San Luis – no report

PGE Diablo                                                                                                              Patricia Wilmore

   They have limited deliveries to the facility to 5-9 and 3-7 to eliminate traffic. They have leased from the Port the lot across from the gate to use as a parking lot.  This helps both the Port and PGE.  They are going to have VIP tours this spring and the council is invited.  They will let us know the date.

  A member pointed out how well the Silverado Bus system is helping with traffic.  Patricia explained that the employees drive to a designated area and the Bus then picks them up. It seems that it is not only helping with the traffic problem but also helping the motels business and parking as well.

6.0 Executive Committee Communications

     6.1 Proposed Event                                                                                                         Sherri Danoff

         On April 13 there will be a 5k “beach run” on the sand at Avila, a benefit for the 1 Dream Foundation and does not involve any road closures.  After a short discussion a motion was made and approved to support the event. MSP  A letter of support will be sent.

 

7.0 AVAC Committees

7.1 Land Use Committee – see 3.1

Diablo Committee          Sandy Keller

           When the outage is complete in the middle of April PGE will once again start tours.  The Board has been invited to attend and agreed they would prefer a tour on the weekend.  The tours will begin in May and we will be notified of the date.

Avila Beach Committee –

       A plan is in the process of being developed. The committee will review the remodel plans submitted and the plan for the satellite area when the ABC has approved.

   John Schug and Karin Argano reviewed a plan for two forty-acre parcels, a land use change request and lot split.  They agreed that this doesn’t appear to have any real impact on anything.  Impact on the outlying properties and the configuration of the original parcel is a logical split for what the property owners want to create.
