AVILA VALLEY ADVISORY COUNCIL Minutes, Monday November 9, 2009 The meeting was called to order by Chair Bob Pusanik at 7:02 p.m. Attending were: Bob Pusanik, Boyd Horne, Anne M. Brown, Jan Taylor, Sherri Danoff, Ted Ivarie, Jayne Morton, Ken Thompson, Sandy Keller, Bill Tickell, Steve Johnson, Karin Argano. A quorum was established. The Agenda was modified to include 5.2: Beach Butlerz presentation The minutes were approved as e.mailed without changes. Passed by all. Public Comment: Anne Brown commented that the Save Our Schoolhouse group had appealed the Planning Commission findings to the Board of Supervisors. The matter will be heard at the December 14th Supervisors’ meeting. Treasurer’s Report: Jan Taylor reports a balance of $829.00. County Reports: 2.1. Sheriff’s Dept: Cmdr. Hall reports 63 calls with 21 reports. There were burglaries at various locations. 2.2. County Supervisor: Adam Hill reported that the Promenade lease has not been signed yet. 2.3. Parks Director Curtis Black: did not attend as planned. 2.4. Planning: Ryan Hostetter reports that the rural areas update of the General Plan is starting. She confirmed the Shear Edge Appeal to the BOS. 2.5. Public Works: no report. Old Business: 3.1. Nominating Committee: Chair Pusanik appointed Ken Thompson chair and members Ted Ivarie and Steve Johnson to obtain nominees for a slate to be presented and voted at the December meeting. Community Liaisons: 4.1. ABA: Karin reports that the fee for the commercial filmed on the Avila Pier will be used in part for “mutt-mitts” for the beach. The Lighthouse will have an Open House on December 12/13 and she encourages attendance. ABA will have a mixer in January at the Avila Beach Marine Institute. 4.2. ABCA: Anne reports a successful Halloween party at the Community Center. The Annual Christmas Party will be Saturday, December 12 at 6 p.m. All local residents are invited to come and bring a side dish for 6-8. Santa will be there!! 4.3. ABCF: Rick Cohen reported that $62,900.00 in grants was awarded. The recipients will be listed in the December Community Newspaper. At their website, there is a survey to be completed regarding Avila and how to make it better. When a survey form is completed, the name of the person is entered into a special drawing!! 4.4. Port San Luis. Pat O’Reilly, business manager, reports that they have received one (1) responder to the RFP for Harbor Terrace from GMB Realty Partners. That proposal will be reviewed at 1 p.m. tomorrow at the Harbor office. 4.5 Diablo. Patricia states that the refueling is almost complete. There are only one dozen or so transient workers still here. She was questioned about the problem of workers speeding in the School slow-zone coming and going to the plant. PG&E has arranged for more CHP patrols at the school site during school hours. She will report on the air quality studies at the next AVAC meeting. New Business: 5.1. Seismic Forum: Sherri asked for interest from AVAC members to have PG&E and Rep. Blakeslee present information regarding mapping of a newly discovered fault off Diablo. Patricia Wilmore will report back on their plans. We will delay any forum until later. 5.2. Beach Butlerz: Cecilia diMartini offered a power point presentation of their proposal: A weekend and summer service to beachgoers to rent umbrellas, chairs, parties, food service on beach from local restaurants. This would be serviced from a 10’x10’ tent set up on the Promenade. The beach area (approx 200 sq.ft) would be raked for use by the renter of the equipment. There were concerns expressed re: no use of a “store-front” with rent to building owners; it would overlap of rentals from various businesses already in Avila; how would other beach-goers be treated by their clients; a tent on the Promenade when other businesses have wanted to set up there and been unable to. After discussion, a motion was made by Steve Johnson, seconded by Karin Argano, that AVAC support Beach Butlerz IN CONCEPT provided that they are not given any EXCLUSIVE use of the Public Beach. Vote: Yes: 5; No: 4; Abstain: 3. Chair Bob Pusanik will notify Parks and Rec and Port San Luis of this motion. AVAC Committees: 6.1. Land Use: none 6.2. Diablo: none 6.3. Port: none 6.4.
