AVILA VALLEY ADVISORY COUNCIL
AVAC meets the 2ND Monday of every month, 7-9 p.m. at the PG&E Community Center, 6588 Ontario Road, Avila Beach, CA. Items for each agenda may be submitted to the Executive Committee two weeks in advance of the meeting.
Public Participation: Following discussion of each agenda item by Council, the Chair may allow public comment as time permits. Non-agenda concerns may be raised during the Public Comment period. Please limit remarks or questions to 3 minutes.

Monday, September 14, 2009
The meeting was called to order at 7:03 p.m. by Chair Bob Pusanik. A quorum was established by the attendance of: Bob Pusanik, Boyd Horne, Anne Brown, Jan Taylor, Julia Hartzell, Sherri Danoff, Ken Thompson, Lynn Walter, Bill Tickell, John Schug, and Karin Argano. (Lisa Newton arrived at 7:55 p.m.) Ted Ivarie was excused and Steve Johnson was ill.
The minutes of the August meeting which were sent by e.mail were approved with the abstention of Ken Thompson, who had not attended the meeting.
Public Comment: Boyd Horne encouraged support for Avila Beach: The Avila Beach Civic Association and the Avila Beach Community Foundation are collaborating on an effort to improve life in Avila. To that end, they are working together on a Fundraiser: An Albacore BBQ on Saturday, October 10th from 5 to 7 p.m. at the Avila Community Center. Tickets are $20.00 for adults and $10.00 for children. All the AVAC Board and audience are encouraged to attend.
1. Treasurer’s Report: Jan Taylor reports a balance of $828.18 in the account.
County Reports:
2.1: Sheriff’s Department: Commander Hall reported 25 reports (slightly down from last year): car burglaries (3 at Sycamore); fraud (Western Union as the vehicle for fund requests); issues at Pirates’ Cove: attempts to reduce illicit behaviors are continuing. There is a $$ permit process to trim bushes lower. Department continues to monitor this area and the Bob Jones Trailhead area.
2.2: Cal Fire/Avila Station #62 Expansion: Mark Moore from General Services gave a power-point presentation of the project which includes adding a truck bay and lengthening the building. It is hoped to finish the project by October 2010. The goal is to have a ladder truck for the region. Funds are from impact fees from developers in Avila Valley area. Motion: by Bob Pusanik, 2nd by Ken Thompson that the project be approved in concept only since the building plans were not available for review. Passed by all.
2.3 Avila Circulation Study: Ryan Chapman from Public Works presented the 2009 Update Draft document which the LUC has been reviewing. (Attached). Sherri as committee chair reviewed and endorsed the priorities in the Study, and thanked Ryan for his commitment to the project and his helpfulness to the LUC Committee. Several other members agreed also with the accolades for Ryan. Moved by Boyd and Karin, 2nd by Sherri that AVAC endorse the priorities outlined in the Update Draft. Passed by all.
Discussion from the floor by Bob Martin and others regarding the Safety and Traffic hazards presented by San Antonio St. changing to 10’ lanes as part of the Development Plan for the Schoolhouse Project. Questions include: evacuation routes being compromised, and the awkward left turn onto San Antonio St created by the narrowed street.
In addition, the matter of the left turn into the Avila Barn was brought up. Ryan states that a turn pocket is planned as part of the DeVincenzo Project (at the Coastal Commission now).
The Avila Bluff Repair is on track.

2.4: Adam Hill, Supervisor: $15million impact from the State (“$10million Borrowed”). May have to use the reserves to cover costs. Progress continues on providing a Homeless Shelter next to the Dept of Social Services (DSS). Questions arose about taxpayer obligations (none); doesn’t solve the homeless problem. He thanked AVAC for its support for the Wild Cherry Canyon purchase. He is working with the AB Community Foundation on an outreach program. There is a new Parks Director Curtis Black. He will be invited to the next AVAC meeting. A new one-year lease contract with The Custom House in Avila is in process.
Requests were made from the public for Mr. Hill to help with: Pirates’ Cove issues; the problem of the mis-use of the Promenade in Avila (drinking and usurpation of the space); input from Avila residents before the lease is signed with The Custom House.
2.5: Planning: Ryan Hostetter was not present for information.

4.0. Community Liaisons:
ABA: Karin announced that meetings are now held the 4th Tuesday at 5:30 p.m. at the Avila Community Center. The Golf Tournament was a success. They are addressing the issue of trash on the Promenade. Collaborating with the ABCF and the ABCA as non-profits in Avila.
ABCA: Anne reminded about the Albacore BBQ on October 10th. ALL come.
ABCF: Boyd announced that the grant application process is ending and requests will be considered. They are planning a “Town Hall” meeting to plan the future of Avila and to establish collaboration with all non-profits in town. Adam Hill and others will be keynote speakers. Date to be announced.
Port San Luis: No report
Diablo: Lynn reports a refueling outage to start October 1st for 30 days. Workers are being trained now which has increased the traffic into and out of Avila. They will leave at the end of the month.
5.0. New Business:
5.1: Restoration of Out-buildings at the San Luis Lighthouse: Andrew Merriam discussed the project which needs a MUP from the County to do site-work on parking area which is not part of the historic site. In addition, work will be done on the “Barn” and “chicken coop” which is part of the historic site, which will include storage and restrooms. Motion by Sherri, 2nd by Lynn that AVAC support the Lighthouse restoration project and its visitor-serving uses. Passed by all.
In addition Andrew was complimented on his work for the project and for the work that all the volunteers are doing at the Lighthouse.
