AVAC Meeting April 13, 2009: MEETING SUMMARY

MEETING CALLED TO ORDER: 7:10, by Chairperson Bob Pusanik

AGENDA: Established as presented

PUBLIC COMMENT: No member of the public asked to speak.

TREASURER’S REPORT: Treasurer JanTaylor reported that there were no bills during the past month.

COUNTY REPORTS

Susan Devine, Chief of Staff for Third District County Supervisor Adam Hill, announced that Supervisor Hill can be reached directly or through her.

COMMUNITY LIAISONS

ABA:  Karin Argano, ABA Staff, reported that Promenade will revert to County control on May 1.  Organization will shift focus.  Second Friday Fish & Farmers Market of season held.

Bob Jones Trail Committee:  Karin Argano, Committee representative from AVAC, reported that EIR is under preparation for extension from SLO to Avila Area, bridge over 101 is undetermined, parking area for Octagon Barn in SLO will include a Trail staging area, Friends of Bob Jones Trail has incorporated to assist maintenance and County Parks representative Jan Dileo intends a June presentation to AVAC.

AB Foundation:  Director Rick Cohen announced planned ten year commemoration of founding of Foundation.

Port: Port Director, Steve       , announced that Harbor Commission will not consider omitting parking fee for Fish & Farmers market but instead will consider reducing fee after 4:00 PM.  Port is dialoguing with Avila Beach entities regarding formation of a parking district; such district could address concerns as mentioned by AVAC member Sherri Danoff for institution of tailored fees for classes at Community Center.

Diablo:  Pat Wilmore, Community Relations for PG&E, mentioned the substantial tax payment to County by PG&E.

OLD BUSINESS

Garage-Barn proposed in Avila Valley Estates: County Planner Brian Pedrotti reported status of project application.

>AVAC recommended project denial (4 favored denial & 4 abstained).

>AVAC recommended to County Planning and Supervisor Hill amendment of the General Plan, San Luis Bay Area Plan and Coastal Ordinance, to require assured opportunity for review and comment on projects by Avila Valley Estates architectural committee or Board instead of currently required approval of projects by architectural committee, which in essence shifts project decision authority from County.

>Sherri Danoff mentioned a 2005 AVAC request for two amendments to the General Plan.  Susan Devine agreed to investigate status.

NEW BUSINESS

Parcel Map in See Canyon, SUB2008-00066:  Planner Pedrotti mentioned necessity for assured access easement.  Steve Johnson, member of AVAC’s See Canyon Committee, reported Committee’s support for project..AVAC recommended approval subject to easement verification.

Avila Escapes residential condos on San Miguel in Avila Beach: Bob Pusanik reported in the absence of Avila Beach Committee of AVAC members that members support the project.  AVAC recommended approval.

Berry residential remodel in Avila Beach:  Bob Pusanik reported in the absence of Avila Beach Committee of AVAC members that members support the project.  AVAC recommended approval.

AVAC COMMITTEES

Land Use:  Sherri Danoff, Chair reported that SLOCOG provided its report of Park & Rides, per Committee request and that the Planning Commission will consider amendments to the events ordinance in July (as Supervisor Hill mentioned in March).

Port Committee:  Karla Bittner, Chair, confirmed that a developer for Harbor Terrace is being sought.

Squire Canyon Committee:  Karin Argano, member,mentioned
