AVILA VALLEY ADVISORY COUNCIL February 9, 2009 At 6 p.m. AVAC conducted a Community Forum consisting of a power-point presentation by Ron Alsop (County Emergency Response), Joel Craig (APCD), Mark Sommerville (PG&E), and Mark Persky (PG&E emergency planning). The issues discussed were evacuation plans, timing, plume dispersion, etc. PG&E is looking into upgrades on MIDAS software program which predicts wind conditions. Questions and comments from the audience completed the Forum. At 7:03 p.m. the AVAC meeting was called to order by Chair Bob Pusanik. Present were: Mr. Pusanik, Anne Brown, Lisa Newton, Julie Scott, Sherri Danoff, Ted Ivarie, Jayne Morton, Ken Thompson, Terry Eberhardt, Bill Tickell, Barbara Sances, Sandy Keller. A quorum was established. Public comments: Susan Biesek thanked AVAC for having the Forum and distributed a letter re: “nuclear guardianship”. Jane Swanson (Mothers for Peace) commented re: the Forum and potassium iodide supplies for residents. The minutes were approved as e.mailed to Board members. Treasurers report: Jan Taylor absent, but no bills submitted, so bank balance still $901.35. 2.0: County reports: 2.1 Sheriff’s Dept: Commander Hall reports Bob Jones Bike trail break-ins. Budget issues dominate any discussion. 2.2 Supervisor: Adam Hill thanked AVAC and the presenters for the Forum. Policy matters re: the Avila Promenade are being discussed and he will report at the March 9th AVAC meeting. He is also involved with discussions on the Golf Course events. There should be more information re: the vacation rentals ordinance at the February 24th BOS meeting. There is a $30million budget gap in the County budget and discussion continues. Mr. Hill introduced Pete Jenny, Parks manager who introduced Tim McNulty, county counsel’s office, in regard to re-naming the Avila Community Park in honor of Jim Lindholm, County Counsel at the time of the UNOCAL cleanup. Discussion revealed deep disagreement with this idea. Anne Brown suggested perhaps a plaque to commemorate his work, but not the re-naming. Comments from the residents of Avila are solicited. Mr. Hill’s appointment to the Parks Commission (Bruce Hilton) was introduced. Comments were made by the Board that maintenance of the Bob Jones Trail needs attention. There is a “Friends” group forming which may be able to address these concerns. It was commented that Rob Rossi at the Golf Course should be involved monetarily also. Karin mentioned that the Trail committee has not met recently and she wondered if it had been disbanded. Because there has not been anything to meet about, the committee is quiescent, but will meet when the CEQA report is in. 2.3 Public Works: no report 2.4 Planning: Ryan Hostetter reports that a new project has been proposed at 250 San Luis St. The sub-committee will meet February 27th to consider it. 3.0 Old Business: 3.1 AVAC compliance: Ted Ivarie reviewed the form and MSP that we are in compliance and the form will be returned to the County attesting that fact. 4.0 Community Liaisons 4.1 ABA: Karin reported that the ABA will begin meeting at the Community Center the 1st Friday of the month at 8:30 a.m. She invited the Board to the Avila sign dedication on Saturday, February 28th at 11 a.m. The ABA has developed a merchant discount card to encourage “shop local”. The “Pedal to the Pier” bike event which started on the Promenade and went to Cayucos was very successful with +/- 300 riders. ALPHA was the receiving charity. The Heart Association is planning a walk on the Bob Jones Trail in October. Hospice is working closely with the ABA on the beer fest/golf tournament. Fish&Farmers Market will open in April. The Port has sent out an RFP for Harbor Terrace development. There will be a dredging of the port in March. 4.2 ABCA: Terry Eberhardt encouraged attendance at the Avila sign dedication. Continuing with their fundraising efforts. 4.3 ABCF: Rick Cohen reports that the Board is involved in strategic planning. 5.0 No new business 6.0 Executive Committee: Bob Pusanik reported on the Subdivision Review Board meeting on February 2nd, and reiterated that a short time-frame necessitated the Executive Board’s action. 7.0 AVAC Committees 7.1 Land Use Committee: Sherri reported the meeting for March 2nd at 3 p.m. at the PG&E meeting room. The final draft of the “circulation study” will be reviewed. 7.2 Diablo Canyon: no report 7.3 Port San Luis: Karla Bittner. The report was e.mailed to Board members. The Lighthouse may start charging $5.00 per person to help with maintenance. 7.4 Avila Beach: Anne reported that the new project on San Luis Street will be reviewed on Friday February 27th at 9:00 a.m. at the Community Center upstairs room. 7.5 SLBE: no report 7.6 Avila Valley: No report 7.7 See Canyon: Susan Biesek reported that the watershed committee is meeting and also the salmon enhancement group in regard to the creeks. 7.8 Squire Canyon: Barbara Sances is a new member..no report now.
