Minutes of

Monday, January 12, 2009

 

The meeting was called to order by Chair Bob Pusanik at 7:02 p.m.

Present were: Bob Pusanik, Boyd Horne, Anne Brown, Sherri Danoff, Ted Ivarie, Ken Thompson, Lynn Walter, Steve Johnson, Jack Biesek, Karin Argano.

Excused were: John Schug, Jan Taylor, Jane Morton

Absent: Julie Scott, Bill Tickell,  Rick Rowe,  John Salisbury

A quorum was established.

 

Public Comment: None

 

Approve minutes: MSP that they be accepted as corrected in e.mails.

 

1.0: Treasurer’s report: Anne Brown reported for Jan Taylor that the balance remains $901.35.

 

2.1 County Reports

     2.1 Sheriff’s Dept: Sgt Manuele reports that 33 calls were made with 5 reports taken in Avila. They included water damage, stolen purse, stolen checks, driving with suspended licence. 13 of the calls were to Cave Landing. The homeless encampment in the creek near 101 has been cleared out. Sherri asked for help with a reckless driver in SLB Estates..Sgt. Manuele explained that vehicle codes don’t apply on private streets, and that an officer would have to observe the infraction for a ticket to be issued.

     2.2 Supervisor: Adam Hill introduced his Legislative Assistant Susan Devine, and distributed business cards. He intends to familiarize himself with on-going concerns of AVAC: the Promenade in Avila and Golf Course Events and will call the stakeholders together. He mentioned the state and county budget crises and feels the problems won’t be solved soon.  There are reserves but they will not solve the problems.

Sherri mentioned the problem of getting responses to code enforcement matters. In response, Ryan Hostetter suggested that perhaps a better method of receiving/responding to letters could be developed.

     2.3 Public Works: Ryan Chapman not here, but Sherri reported that the Avila Circulation Study should be available at the February meeting, and that the BOS approved the existing fee schedule.

     2.4. Planning: Ryan Hostetter reported that Mr. Euphrat and Mr. Rossi had a meeting December 23rd re: the Code Enforcement issues. She does not know the results. She mentioned the February 2nd hearing on the lot-line adjustment for the Avila Schoolhouse. There are 2 legal lots, and the schoolhouse parcel will be left alone with development of the other (south) lot. There is a negative declaration on the environmental report with mitigations. It will be amended at the time a project is proposed. The staff report will be available 1 week before the meeting at the time of the posting of the Agenda of the committee.

4.0 Community Liaisons:

     a. Avila Business Association: Karin invited the Council and audience to the Mixer at 5:30 to 8 p.m. Wednesday at the Lighthouse Suites. She announced her resignation from AVAC, due to her duties with the ABA and feeling conflicted about the stance of AVAC on some matters which involve support of Avila businesses which are having a hard time (as are all businesses) in the present economic climate. She will continue to attend meetings as the ABA representative.

She will speak with Squire Canyon residents to find a replacement, and is willing to attend as a substitute for John Schug if necessary.

     b. Avila Civic Association: Anne reported on the Christmas party. Classes are full and successful, especially the tamale-making class. Fundraising hard due to resignation of the chair. The Foundation continues to support the Association. Please join the Association!! New officers: Terry Eberhardt, President; Vicki Book, V.P.; Anne Brown, Secretary; Rebecca Remmenga, Treasurer. Thanks from an audience member for the parties and activities at the Center.

     c. Community Foundation: Boyd introduced Rick Cohen as the new Exec. Director. He has 17 years experience with non-profits and lives in Pelican Point. Mr. Cohen explained his background and is looking forward to following in Boyd’s footsteps.

     d. Port San Luis: Steve McGrath discussed the difficulties fisherfolk are having with declining fisheries. Morro Bay and Avila fishermen, The Nature Conservancy and the Environmental Defence Fund are working together to find better ways to fish and market the catch. “Individual transferable quotas” are part of the discussion with concern that an individual fisherman could “sell” his quota to some large conglomerate business, which would defeat the purpose. Discussions continue on the “Ships to Reef” idea. The Port has 300 moorings, 1/3 of which are reserved for commercial boats..at the present fewer than 100 are used. In comparison with 10 years ago, “landings” are only 10% of what they were. The construction at the Port is nearing completion, but there is a freeze on grant monies coming. CALFire, Grover and Pismo Fire Departments had a successful exercise at the Port. It will be repeated. County Parks is the lead on the Port-to-Avila bike path connector. There are PG&E, UNOCAL and Fish&Game monies for the project. Steve was thanked for the Trolley stop at the Port.  Karin represents AVAC on the Bob Jones Bike Trail Committee, but has heard nothing from them.

     e. Diablo: Patricia Wilmore mentioned the new carpet and paint in the building. The busses are continuing to reduce traffic; the message boards are in place. The company is starting the new cycle of grants to 501c.3 groups. 400 grants will be available for education and environmental matters. Go to the website: PGE.com.

 

5.0: New Business: Sherri has been in touch with the reporter for New Times re: the issue of wind and its ability to spread fallout from Diablo. She suggests a program, possibly at the February meeting of APCD, Emergency Services, PG&E. Interest was expressed in such a program…Sherri will work with Patricia to obtain speakers for a panel. Jack Biesek states that he has used a Geiger Counter in See Canyon for a number of years and will share the info.

     4. Avila Beach sub-committee: Anne reports a proposed project which has just come to Planning.

     8. Squire Canyon: Karin will look for a replacement. Tree trimming continues.
