AVILA VALLEY ADVISORY COUNCIL

 

AVAC meets the 2ND Monday of every month, 7-9 p.m. at the PG&E Community Center, 6588 Ontario Road, Avila Beach, CA.  Items for each agenda may be submitted to the Executive Committee two weeks in advance of the meeting.

 

Public Participation: Following discussion of each agenda item by Council, the Chair may allow public comment as time permits.  Non-agenda concerns may be raised during the Public Comment period.  Please limit remarks or questions to 3 minutes.

The meeting was called to order at 7:03 p.m. by Chair Bob Pusanik. A quorum was established by the attendance of: Bob Pusanik, Boyd Horne, Anne Brown, John Salisbury, Julia Hartzell, Sheri Danoff, Ted Ivarie, Jayne Morton, Sandy Keller,  Terry Eberhardt, Karin Argano, Bill Tickell, Steve Johnson (13).

 

The minutes were approved as sent by e.mail.

 

Treasurer’s Report: None, due to absence of Jan Taylor.

County Reports:

Sheriff: Cmdr. Hall reports 106 calls with 29 reports. Rash of burglaries along Avila Beach Drive and the Bob Jones Parking lot. Pirates Cove continues to have problems; working with various agencies involved to cut brush and improve sight-lines to deter negative activities.

Avila Beach Drive Repair: Dave Flynn from Public Works presented a slide presentation showing erosion on the bay side, and possible solutions. Has reviewed other counties’ solutions to similar problems and hopes to have design money available. Construction money is more elusive…possibly bond money, or Prop 1B funding.

Moved by Ted Ivarie, 2nd by Sherri that the project be approved as presented by Public Works. Passed 12; 1 No.

            2.3 State Water. Courtney Howard from Public Works presented a talk and  power-point                                                 presentation on the process of obtaining State Water and the     

                  allocations for San Luis and Santa Barbara Counties. Several audience

                     members were concerned about San Miguelito 10% reduction notices.

                  The County is planning a County-wide Master Water Plan..more info

                  coming soon. Websites given are: www.slocowater.org and

                  www.owue.water.ca.gov. The discussion was complicated and perhaps

                   the websites can help.

2.4   Bob Jones Bike Trail Over-crossing of Hwy 101. Jan Dileo (County lead

And Mike Giuliano (CalTrans) discussed the options and their various problems and solutions. Great interest in “under the freeway”, with problems: hydrology, vertical clearance, exposure of freeway piers, increased cost of maintenance due to water submersion. All the possibilities will be discussed in the EIR being prepared. Jan states that the segment of the Trail from San Miguel St to 1st St (with light) is progressing with completion planned this year. The Board requested a “walking” tour of the site.

An audience member mentioned that motorized bikes have been on the BJ Trail against regulations..Jan encouraged walkers to remind bikers of the rules..perhaps a patrol of some kind would help.

             2.5. County Supervisor: Adam Hill reports that the Budget has been adopted. Waiting for the State

to “drop the other shoe”.

             2.6. Planning: Ryan Hostetter. Deferred to later items on the Agenda.

3.0. Old Business

             3.1. Comments on the Events Ordinance: Sherri Danoff. Provided a draft response to the latest iteration of the Events Ordinance. (attached). Moved by Bill Tickell, 2nd by Steve Johnson that the letter be sent to the Planning Commission. Passed:7; No:3 (concerned about the wording in the last several paragraphs).

4.0. Community Liaisons.

             ABA: Karin. Working with others to power-wash the Promenade once monthly, since cleanliness is an issue, with heavy use. Participating with ABCF in collaboration with other non-profits in Avila.

             ABCA: Terry Eberhardt. Successful Pancake Breakfast. Day camps started today for several weeks.

             ABCF: Rick Cohen. Planning a “community survey” to access services used, what is wanted, suggestions for new projects. Working on the Collaborative mentioned above.

              Port San Luis: Steve McGrath. Busy summer. MANY sea lions. Lighthouse road being constructed. RFQ for Harbor Terrace is out. An Avila resident questioned the Avila Pier replacement pier project. Steve states that they have the piers, but cannot schedule placement  at this time due to budget constraints and fewer employees due to budget problems.

              Diablo: Patricia Wilmore. October 5th the reactor vessel head will be replaced. It is traveling across the country now and will be here August 3rd (using Avila roads at night-time, so no impact).

5.0. New Business

              5.1. “Avila Bungalows”. Anne Brown  presented the project as “convener” of the AVAC Avila sub-committee. Plans were available for perusal. Loss of parking along San Antonio St. was decried due to carport stalls which back onto San Antonio. Also, tandem parking will likely result in garage space used by one car and not parking for 2 as designed. A motion was made by John Salisbury, 2nd by Ted Ivarie that AVAC recommend to Planning that Avila Bungalow Tract Map/Development Plan/Coastal Development Permit SUB2004-00259 be approved with the following conditions: 1) Decorative 6-61/2’ fencing along the easement line; 2) Protection of the Schoolhouse during construction; 3) No parking in the front set-backs; 4) obtain a Minor Use Permit for any unit used as a “vacation rental”; 5) If the project is built in phases that parking for each unit in the phase be provided onsite. Vote: Yes 10 No:2 Abstain:1.

              5.2. Rossi “Hotel”. Anne Brown presented this project as a re-interpretation of a previous single-family house project. The present project has ADA access to one room/bathroom. Concerns were expressed re: limited Front Street commercial zoning and the inappropriateness of this project which visually is a single-family house; that there are no amenities as usually associated with a hotel, not even onsite parking. Project developer Rob Rossi explained that a lockable door can separate a bedroom/bathroom from the rest of the unit to create a two-unit hotel. The plans were available for members’ use. Motion by Ted Ivarie, 2nd by Bill Tickell that AVAC recommend to Planning that the “Avila Cottage” Boutique Hotel project DRC2007-00139 Rossi Minor Use Permit/Coastal Development Permit be approved with the following conditions: 1) that the building NOT be used as a single family residence; 2) the driveway be eliminated; 3) that Parking in-lieu fees be paid to the County because the garage is eliminated. Passed: Yes 11; No: 2.

Public Comment: 1. The left-turn into the Avila Barn is unsafe and should not happen. At the time of the bridge re-do, there was a sign NOT to turn left, but it has been removed. The owners will be contacted about making the Ontario Road entrance the ONLY entrance/exit to the property, since even a right turn into the place creates problems.

2. The stop light control boxes at the intersection restrict sight-lines for turning.

                 6.4. Avila Beach: Cell Site off Cave Landing Road: Anne shared the plans. Motion by Terry Eberhardt, 2nd by Sherri Danoff that DRC2-008-00056 San Miguelito Partners/PCS-MUP project be approved with the following conditions: 1) No access from Cave Landing Road; 2) RF exposure information be provided to Avila Beach, San Luis Bay Estates, and Avila Valley residents. Vote: Yes: 11; No: 0.

                 6.5. SLBE: No report.

                 6.6. Avila Valley: No report.

                 6.7. See Canyon: No report.

                 6.8. Squire Canyon: No report.
