MINUTES
Monday, January 11, 2010
The meeting
was called to order by Chair Lynn Walter at 7:05 p.m.
A quorum was
established by the attendance of: Lynn Walter, Boyd Horne, Anne Brown, Jan
Taylor, Lisa Newton, Julia Hartzell, Jayne Morton, Sherri Danoff, Ken Thompson,
Bob Pusanik, Bill Tickell, Karin Argano.
Excused were:
Ted Ivarie, Steve Johnson and John Schug.
Bob Pusanik
motioned and Jayne Morton 2nd that the
minutes of the December 14, 2009 meeting be approved as e.mailed. Motion passed.
Anne thanked Jayne for taking the December minutes in her absence.
Public
Comment: Denise Allen presented a letter asking that County Planner Brian
Pedrotti consider land-conservancy easements in the Nine-house Development being
proposed along See Canyon Creek.
Mr. Taylor
felt that Avila should not bear all the cost of the extension of the Bob Jones
Trail when the Trail benefits San Luis Obispo also.
Treasurer’s
report: Jan Taylor reports $607.88 in the account.
County
Reports:
Sheriff:
Cmdr. Hall reports a variety of calls, including thefts, vehicle damage in and
around Avila. Crime in general overall seems to be down this year.
Bill Tickell
asked for recommendations re: harassment (?) at the BJ. Trailhead: hide
valuables
before
parking your car when it could be observed.
Planning:
Ryan Hostetter. Brian Pedrotti is the planner for See
Canyon. The
Schoolhouse project is going for final action to the Coastal Commission. The
Hassoldt project in Avila has been submitted to Planning (approved by AVAC). The
Events Ordinance is going to the BOS on January 26th. The Land Use
and Circulation Element goes to the Planning Commission on January 19th.
Parks
Director: not scheduled to report.
Public Works:
No report
Supervisor:
Adam Hill. The DeVincenzo project in Avila Valley has been withdrawn from the
Coastal Commission consideration due to the death of the applicant. The Los Osos
sewer project is before the Coastal Commission this Thursday. The Events
Ordinance will be considered tomorrow: non-profits will be exempt from fee
(which AVAC has supported); some activities will be “grandfathered”.

ABA:
Karin. 3rd Annual Holiday
Mixer on Tuesday, January 26th
at the Sea Life Center in Avila. All are invited.
ABCA: Lisa. “ASK” campaign has started to increase donations to the Center.
Thanks to the ABCF for the $20,000.00 donation to support a part-time Executive
Director.
ABCF: Rick Cohen. The Avila Survey deadline has been extended until
January 15th. Plans for a
“Town Hall” meeting in the Spring.
Port San Luis: Steve McGrath reports that the Corp of Engineers is
surveying the breakwater for needed repairs. The Avila Pier repair is
complicated by the fact that the pile-driving crane cannot go out onto the pier
due to its condition. A possibility is using water-jet action, but an oil plume
in the sand below would be disturbed with this action. The Port is working with
Chevron (UNOCAL) on a solution.
Port San Luis
is the lead sponsor for securing funds to repair the breakwater..can lobby for
funds. Questions re: extension of the breakwater, an additional southwest
breakwater..Coastal Commission comes into play.
Harbor
Terrace: Request for Qualifications has gone out and one developer has
responded; a lease agreement is in the works.
Harford Pier:
roadway is essentially repaired. The canopy needs work and also the Pier below
it and the Restaurant.
Diablo: Tom Jones introduced John Shoals who will be attending AVAC meetings in
place of Patricia Wilmore. (Phone: 595-6451)(jtsu@pge.com).
The Community
Center is being updated with moving the reception desk, paint, etc.
On January 26th the NRC and
PG&E will review the public findings.
They are
working on the air-monitoring system with 7 or 8 towers and new software.
