AVILA VALLEY ADVISORY COUNCIL

 

Minutes, Monday May 10, 2010

 

The meeting was called to order by Chair Lynn Walter at 7:02 p.m.

A quorum was established by the attendance of: Lynn Walter, Boyd Horne, Anne Brown, Jan Taylor, Lisa Newton, Julia Hartzell, Sherri Danoff, Bob Pusanik, Ted Ivarie, Steve Johnson, Bill Tickell. Excused were: Jayne Morton, Ken Thompson, John Schug , Karin Argano and Terry Eberhardt.

 

The Minutes of the April 12th meeting were approved as e.mailed.

 

1. Public Comment: None

2. Treasurer’s Report: $607.88 (same as last month)

3. County Reports

             a. Sheriff: Commander Hall reports 71 calls with 15 reports taken (similar to last

                year). He reports several break-ins at the Bob Jones Trail; drug arrests are pick-

                up; call to Mr. Ricks in Avila; groping at Pirate’s Cove; an incident at entrance

                to Diablo Canyon.

                The Department is monitoring Special Events at the Golf Course and, depend-

                ing on the demographics of the crowd, they are adding deputies if warranted.

                Cmdr. Hall recommends that any valuables in a car be placed out-of-sight BE-

                FORE arriving at the site (Bob Jones Trail or any location).

            b. Planning: Ryan Hostetter not here. Chuck Stevenson from the Department will

                 answer any questions.

            c. Public Works: Ryan Chapman not here.

            d. Supervisor: Adam Hill states that the Conservation/Open Space Element adopt-

                ion is on tomorrow’s Agenda. He has just received the 2010-2011 Budget pack-

                et. He complimented the recent Avila Town Hall meeting and felt the present-

                ers were interesting and informed.

                (At this point Karla Bittner thanked Supervisor Hill for his monetary contribu-

               tion to the Town Hall meeting.)

4. Old Business: Chuck Stevenson from Planning encouraged participation in the “Town

     Hall Event” on this Thursday, May 13th from 6-8:30 p.m. in the Supervisors’ Cham-

     bers. This will be an interactive discussion on Energy and Water Efficiency, air qual-

     ity, transportation and land use.

     He discussed the Department’s new approach to regional planning with updates of

     Specific communities as needed. They hope to reduce redundancies and implement

    “smart growth” planning; encourage urban rather than rural building; emphasis on

     growth closer to urban areas. They’re looking at planning to year 2035 when they

     project the need for 11,000 more housing units, many of which need to be moderate

     or low-cost. Issues will be land area and water availability. Many questions involve

     how communities can expand, and what are the constraints (slope, ag land, riparian

     issues)???

    Challenges are: long-term water resources; increasing cost of infrastructure; convinc-

 

   ing  communities that growth is o.k.; traffic and greenhouse gasses; the present economy;

     A January 2011 goal is set for the public review process of the report, with the report

     going to the Planning Commission in Summer 2011. Progress can be monitored on

     the Department Website: SLOPlanning.org

5. Community Liaisons:

     a. Avila Business Association: meeting Wednesday at 5:30 p.m. at the Community Center

     b. Avila Beach Civic Association: Participated in the Town Hall Meeting; Membership mixer May 21st at 5:30 p.m. at the Center. Pancake breakfast on Saturday, July 3rd. More information later.

     c. Avila Beach Community Foundation: Rick Cohen reports more than 100 attendees.

Presenters were: Supervisor Hill, PG&E, Port San Luis, Chevron.

     d. Port San Luis: Work continues on the canope.

     e. PG&E: no representative present.

6. New Business:

     a.      Steve Johnson reported on the Preliminary meeting for the Design of the Avila-to-

Hartford Pier Bike/Walkway. State and County officials were represented . This was only

preliminary, but exciting.

     b. Adam Hill has spoken with CalTrans representatives about AVAC concerns re: the

bridge over 101 at the Avila Beach turn-off of Hwy 101. We can only hope that they will listen as the design phase and EIR are completed.

7. AVAC Committees:
